【摘要】：从20世纪90年代以来，全球知识经济不断加快发展，有力促进了世界的经济进步。知识产权作为现代农业发展中的重要资源和核心竞争力之一，它在推动农业现代化建设和掌握农业发展主动权中具有重要支撑作用。我国是农业大国，农业知识产权保护制度在推动农业育种创新、提升种业核心竞争力、促进粮食增产和助推农业现代化建设发挥着显著作用。重庆是典型的“大城市、大农村”，具有典型的丘陵山地的农业特点和特殊生态条件，要实现重庆农业现代化发展就必须走依靠科技进步之道路。农业知识产权作为农业科技中最先进、最具创造性、最实用的高新技术，将在重庆现代化农业建设中发挥着重要的作用。在推进重庆农业现代化建设过程中，非常有必要运用和发展农业知识产权，通过引进和自主研发农业知识产权成果，提高本地农业产业核心竞争力，保护农业从业者的合法权益，为重庆社会主义新农村建设谋划发展新思路、新方法打下坚实物质和精神文明基础，是一个非常值得深入探讨的大课题。本文开展对国内外农业知识产权的现状分析及发展趋势研究，通过对重庆农业知识产权进行实证分析，力求从新形势、新视角和新思路对农业知识产权作深层次的理论诠释，并对重庆市农业知识产权规模和政策进行深入比较分析，在国家相关法律法规制度下，契合重庆经济社会发展的阶段性特点，提出了从政府、农业科研主体以及中介服务机构等层面加强领导、健全指标评价体系、加强宣传等切实可行的对策和建议，为城乡统筹建设试点区域的重庆，，特色效益农业的发展和转型发展提供一定借鉴。
[Abstract]:As one of the most advanced and creative and most practical high and new technology in agricultural modernization , Chongqing is the most advanced , creative and practical high and new technology in agricultural modernization . This paper analyzes the present situation and developing trend of agricultural intellectual property rights at home and abroad . Through the empirical analysis of the agricultural intellectual property rights in Chongqing , this paper tries to analyze the agricultural intellectual property in Chongqing from the new situation , the new perspective and the new thought , and then analyzes the scale and the policy of Chongqing ' s agricultural intellectual property , and puts forward some feasible countermeasures and suggestions from the government , the agricultural scientific research subject and the intermediary service institution , and provides some reference for the development and transformation of the agricultural intellectual property in Chongqing .
