济南市堤口回民小学文体馆建设项目风险管理研究

【摘要】：随着科技的发展,工程建设项目的技术难度不断增加,如何合理有效地预防并控制风险,已成为影响项目成本与质量的决定性因素。教育是民族振兴、社会进步的基石,是提高国民素质、促进人的全面发展的根本途径,济南市堤口回民小学文体馆作为一项教育建设项目,具有深远的社会影响力与社会效益,因此项目施工过程中的风险管理就显得尤为重要。本文首先介绍了研究的背景和意义,回顾了国内外关于项目风险管理的现状,阐述了研究的主要内容及框架结构,介绍了研究方法与目标及研究的主要创新点；然后从工程项目风险管理的相关理论出发,概括了相关概念与特征,并介绍了工程项目风险管理的过程；接着对济南市堤口回民小学文体馆建设项目的背景、概况、环境分析进行了说明；然后按照风险识别、风险评价、风险控制的三步骤,运用专家评价法与层次分析法,对济南市堤口回民小学文体馆项目建设过程中存在的风险因素进行识别分析与评价,得出文体馆建设项目风险影响重要性程度由大到小的总排序为：通货膨胀、施工计划、教育政策、施工气候、部门协调、业务分包、施工水文、施工地质,并且通货膨胀风险的影响程度显著大于其它风险因素；最后在风险识别与评价的基础上结合我国工程项目建设过程中普遍存在的问题提出项目风险控制的相关策略与措施。本文主要有以下研究结论：第一,在经济政策风险、自然风险、管理经营风险三大类风险中,经济政策风险是影响项目整体风险的最主要因素；在经济政策风险所包含的通货膨胀、教育政策三种风险中,通货膨胀的影响程度要显著大于其它两种风险因素；在自然风险所包含的施工气候、施工水文、施工地质三种风险中,施工气候的影响程度要显著大于其它两种风险因素；在管理经营风险所包含的施工计划、施工协调、业务分包三种风险中,施工计划的影响程度要显著大于其它两种风险因素。第二,文体馆建设项目的风险总得分为0.3512,风险得分处于较低水平,因此在项目的建设过程中,只要抓住对主要风险因素的控制,努力将项目的风险水平降到更低,就可以保证项目建设的顺利进行。
[Abstract]:With the development of science and technology, the technical difficulty of engineering construction projects is increasing. How to prevent and control risks reasonably and effectively has become a decisive factor affecting the cost and quality of projects. Education is the national revitalization. The cornerstone of social progress is to improve the quality of the people and promote the overall development of the fundamental approach. As an educational construction project, Jinan City Dikou Hui people Primary School Sports Museum has far-reaching social and social benefits. Therefore, risk management in the process of project construction is particularly important. Firstly, this paper introduces the background and significance of the research, and reviews the current situation of project risk management at home and abroad. The main contents and frame structure of the research are expounded, and the research methods and objectives are introduced as well as the main innovation points of the research. Then, based on the theory of project risk management, the related concepts and characteristics are summarized, and the process of engineering project risk management is introduced. Secondly, the background, general situation and environmental analysis of the construction project of Huimin Primary School Sports Museum in Dikou City of Jinan City are explained. Then according to the risk identification, risk evaluation, risk control of the three steps, the use of expert evaluation method and analytic hierarchy process. This paper analyzes and evaluates the risk factors existing in the construction of the sports hall project of Dikou Hui Min Primary School in Jinan City, and draws the conclusion that the overall order of the importance of the risk of the construction project is inflation. Construction planning, education policy, construction climate, departmental coordination, subcontracting, construction hydrology, construction geology, and inflation risk are significantly greater than other risk factors; Finally, on the basis of risk identification and evaluation, combined with the common problems in the construction of engineering projects in China, put forward the relevant strategies and measures of project risk control. The main conclusions of this paper are as follows: first. Among the three kinds of risks, economic policy risk, natural risk and management risk, economic policy risk is the most important factor affecting the overall risk of the project. Among the three kinds of risk of economic policy including inflation and education policy, the influence degree of inflation is significantly greater than that of the other two kinds of risk factors. Among the construction climate, construction hydrology and construction geology, the influence degree of construction climate is significantly greater than that of the other two risk factors. Among the construction plan, construction coordination and business subcontracting, the impact of construction plan is significantly greater than that of the other two risk factors. The total risk score of the construction project of sports hall is 0.3512, the risk score is low, so in the construction process of the project, we should only grasp the control of the main risk factors. Efforts to reduce the risk level of the project to a lower level, can ensure the smooth construction of the project.
