【摘要】:当前,我国食品生产企业数量庞大且数量还在激增,由于食品生产标准不全,法律约束不足,监管效果不佳,风险交流滞后以及小企业检测成本过高等问题,这使得一些食品生产商对于其食品安全的监管消极应对。食品生产过程中通常都会使用添加剂,而部分企业非法添加或过量使用添加剂,给消费者生命安全造成了极大隐患。面对食品安全监管的“内忧外患”,,监管形势极其严峻。 根据党的十八大会议精神,为进一步强化政府食品监管能力,2013年全国启动了机构改革,对现行食品监管部门职能进行了整合,为监管部门更好的行使监管职责创造了良好条件。2014年3月刚刚结束的十二届全国人大二次会议上,“食品药品安全”位列票选热点问题前五位。李克强总理在政府工作报告中也指出:“严守法规和标准,用最严格的监管、最严厉的处罚、最严肃的问责,坚决治理餐桌上的污染,切实保障‘舌尖上的安全’。”再次表明了政府在治理食品安全问题上的决心。 基于此背景,本文以昆明市为例,在参考和借鉴其他学者食品安全监管成果的基础上,运用文献研究法、调查研究法与比较研究法,对昆明市生产环节食品安全监管的现状进行了调查研究,总结现有工作成果,分析现存问题,并依照我国其他先进城市对此的做法及其总结的经验教训与启示,从而加强对昆明市的食品安全监管机制的提出,进而促进昆明市食品生产加工的规范发展;实施生产过程保险监控进行生产风险监控;鼓励企业规模化经营并划定行业监测大区以降低检测成本;以网络为载体加强新型联动监管机制建设实现量化分级监管目标;加强诚信体系建设,引导生产企业树立食品安全监管主人翁意识等多条建议,试图为昆明市未来监管体制下针对食品生产加工过程的监管规划蓝图。
[Abstract]:At present, China's food production enterprises and the large number of the number is due to surge, food production standard is not complete, lack of legal constraints, regulatory effect is poor, the detection cost of risk communication lag and small businesses are too high, which makes some food producers for the food safety supervision negative coping. Usually the use of additives in food production in the process, and some companies illegally added or excessive use of additives, caused a great threat to the safety of the consumers. In the face of the food safety supervision, supervision of "domestic trouble and foreign invasion is very serious."
According to the eighteen meeting of the party spirit, to further strengthen the government food regulatory capacity, in 2013 the country launched a institutional reform, the current food regulatory functions were integrated for regulators to better exercise regulatory responsibilities to create good conditions for.2014 in March have just twelve National People's Congress of the two meeting of the bundles, "food problem drug safety ranked voting hot top five. Premier Li Keqiang pointed out in the government work report:" strict regulations and standards, with the most stringent regulation, the most severe punishment, the most serious accountability, pollution firmly on the table, and effectively protect the 'safety on the tongue'. Based on this background, this paper takes Kunming city as an example, on the basis of reference to other scholars of food safety supervision results, using the literature research method, survey research method and comparative research method, investigated the status quo of Kunming city production of food safety supervision, summarizes the existing achievements, analyzing the existing problems, and in accordance with the other advanced city of our country in practice and summarizes the lessons and enlightenment, put forward to strengthen food safety supervision mechanism in Kunming City, and then promote the standardized development of food production and processing in Kunming city; the implementation of production process monitoring production insurance risk monitoring; encourage enterprises to large-scale operation and monitoring industry delineated areas to reduce detection the cost of the network as the carrier; strengthen the new joint monitoring mechanism construction to achieve quantitative classification of regulatory objectives; strengthen the construction of credit system, to guide the production of enterprises Establish a food safety supervision master consciousness and many of the recommendations for the supervision system, to the city of Kunming in the future of regulatory planning blueprint for the food production process.
