【摘要】：近年来，我国经济蓬勃发展，随着国家对农村城镇化、城镇城市化的重视，我国加大了对城镇化和城市化的投入的力度，使得城镇化和城市化水平进一步提升、规模进一步扩大，我国的城镇化和城市化发展正进入深入阶段。城市基础设施作为城市发展的根基，不仅为居民提供了赖以生活的必要条件，更重要的是为城市发展和社会经济活动的正常运转奠定了坚实的基础。城市化进程的加快，增加了对城市基础设施的需求，政府为保证城市化进程的顺利进行，也逐年那增加对公共基础设施的资金投入。沈阳市作为辽宁省的省会，是辽宁省的政治、经济、文化、金融中心，是东北地区的核心城市，是国家重点扶持的振兴东北老工业基地，具有重要的地理位置和战略意义。在全国城市基础设施投融资改革的大环境下，，我们借鉴国外已有的先进经验以及国内的实践经验，针对沈阳市的具体情况，破旧出新，努力构建多元投融资主体、拓宽投融资渠道、优化投融资环境，实现对沈阳市城市基础设建设财政投融资的良性发展，对全国其他城市的城市基础设施财政投融资发展起到借鉴作用和实践意义。本文主要分为六部分：第一部分为绪论，主要介绍论文的选题背景、选题意义国内外学者的研究现状以及论文的研究方法和创新点。第二部分为相关理论基础。首先界定了城市基础设施的概念，对城市基础设施的内容、性质、作用进行阐述，其次介绍了财政投融资的定义、投资主体、融资渠道、方式等；最后介绍了公共物品生产理论、基础设施可销售性理论、基础设施分类理论三大理论作为本文研究的理论基础。第三部分为沈阳城市基础设施建设财政投融资现状。分别介绍了基础设施的发展现状，沈阳城市基础建设财政投融资历程和沈阳市城市基础设施建设财政投融资现状。第四部分从投资总量不足、投融资结构不合理、投融资渠道不合理和投资效率低下四个方面分析了沈阳市城市基础设施建设财政投融资的不足；最后以沈阳地铁为例，对沈阳市城市基础设施财政投融资情况进行分析。第五部分为外国和国内城市财政投融资做法和经验借鉴。第六部分为提出相关措施和建议。从深化基础设施财政投融资的改革思路和拓宽城市基础设施建设资金筹措渠道两个方面提出了相关建议，包括对城市基础设施项目进行分类，实行投资主体多元化；转变政府职能，提高基础设施投资效益；完善基础设施投资决策和管理体制，提高基础设施供给效率；建立基础设施国有企业的现代企业制度，推进产权转换和机制转换的步伐；利用好土地资源，使土地收益成为城市基础设施建设的重要资金来源；建立符合市场经济的公用事业价格形成机制，理顺公用事业价格；加强管理，提高城市基础设施的投资和使用效益；积极吸引民间资本进入沈阳城市基础设施建设领域等。
[Abstract]:In recent years, China's economy is booming. With the attention of the country to rural urbanization, urban urbanization, China has increased the investment in urbanization and urbanization, making urbanization and urbanization level further improved. With the further expansion of the scale, the urbanization and urbanization development in China is entering an in-depth stage. As the foundation of urban development, urban infrastructure not only provides the necessary conditions for residents to live on. More importantly, it has laid a solid foundation for urban development and the normal operation of social and economic activities. The acceleration of the urbanization process has increased the demand for urban infrastructure, and the government has ensured the smooth progress of the urbanization process. Shenyang, as the capital of Liaoning Province, is the political, economic, cultural and financial center of Liaoning Province and the core city of Northeast China. Is the national key support to revitalize the northeast old industrial base, has the important geographical position and the strategic significance, under the national urban infrastructure investment and financing reform big environment. We draw lessons from the advanced experience of foreign countries and domestic practice experience, according to the specific situation of Shenyang, old new, try to build multiple investment and financing main body, broaden the investment and financing channels, optimize the investment and financing environment. To realize the sound development of financial investment and financing for urban infrastructure construction in Shenyang, and to play a reference role and practical significance for the development of financial investment and financing of urban infrastructure in other cities in China. This paper is divided into six parts: the first part is the introduction, mainly introduces the background of the thesis. The second part is related theoretical basis. Firstly, it defines the concept of urban infrastructure, the content and nature of urban infrastructure. Secondly, it introduces the definition of financial investment and financing, the main body of investment, the financing channel, the way and so on. Finally, the production theory of public goods and the theory of marketability of infrastructure are introduced. Infrastructure classification theory as the theoretical basis of this study. The third part is the financial investment and financing status of Shenyang urban infrastructure construction. The history of financial investment and financing in Shenyang urban infrastructure construction and the current situation of financial investment and financing in Shenyang urban infrastructure construction. 4th part from the total amount of investment is insufficient, the structure of investment and financing is unreasonable. The unreasonable investment and financing channels and the low investment efficiency are four aspects of the analysis of Shenyang City urban infrastructure construction financial investment and financing deficiencies; Finally, take Shenyang Metro as an example. This paper analyzes the financial investment and financing situation of urban infrastructure in Shenyang. 5th part is for foreign and domestic urban finance investment and financing practices and experience. 6th part is to put forward relevant measures and suggestions. The reform ideas of government investment and financing and widening the financing channels of urban infrastructure construction two aspects of the relevant suggestions are put forward. Including the classification of urban infrastructure projects, the implementation of diversification of investment bodies; Transform the government function and improve the benefit of infrastructure investment; Improve the infrastructure investment decision-making and management system, improve the efficiency of infrastructure supply; Establish the modern enterprise system of infrastructure state-owned enterprises and promote the pace of property right transformation and mechanism transformation; Making good use of land resources and making land income become an important source of capital for urban infrastructure construction; To establish the public utility price forming mechanism in line with the market economy and to straighten out the public utility price; Strengthening management and improving the efficiency of investment and use of urban infrastructure; Actively attract private capital into Shenyang urban infrastructure construction field and so on.
