【摘要】:目前,采购管理是国资委确定的中央企业管理提升活动重点提升领域之一。经过近一年的努力,不少中央企业在采购管理提升上已经有了明确的思路,采取了各项措施着手提升采购管理水平,一些企业已经见到了实效。集中采购作为促进中央企业降本增效,实现保增长目标的重点举措之一,ZY集团将推进企业大力开展实施,并在2013年年底完成对下属企业集采工作的全面部署。ZYJT公司作为ZY集团的全资子公司有着迫切建立集中采购供应模式的需求,希望通过集中采购降低工程物资采购供应成本,保证工程物资采购供应质量。为此,本文将就ZYJT公司物资集中采购管理展开研究。 论文首先研究了国内外物资集中采购的研究现状,同时对ZYJT公司物资采购管理的现状进行了系统梳理,发现其存在的问题并分析原因。在对ZYJT公司开展物资集中采购的必要性和可行性进行分析后,基于施工企业集中采购管理者的视角,结合ZYJT公司企业的实际情况,提出了该公司物资集中采购管理模式的构建。并对物资采购规划、供应商管理、量化评标、合同管理和结算管理的具体内容、业务流程和操作方法做了深入的探讨。最后,根据项目实例证实了集中采购对企业发展的巨大促进作用,并从对集采工作中的认识误区、工作力度、保障措施和团队建设四个方面分析了需要进一步解决的问题。
[Abstract]:At present, procurement management is identified by SASAC as one of the key areas for the promotion of central enterprise management. After nearly a year of efforts, many central enterprises in procurement management promotion has a clear idea. Various measures have been taken to improve the level of procurement management, some enterprises have seen effectiveness. Centralized procurement as one of the key measures to promote the central enterprises to reduce costs and increase efficiency, and to achieve the goal of maintaining growth. ZY Group will promote the implementation of enterprises vigorously. At the end of 2013, ZYJT Company, as a wholly-owned subsidiary of ZY Group, has the urgent need to establish centralized purchasing and supply mode. It is hoped that the cost of purchasing and supplying engineering materials will be reduced and the quality of procurement and supply of engineering materials will be guaranteed by centralized procurement. Therefore, this paper will study the centralized purchasing management of materials in ZYJT Company. Firstly, this paper studies the current situation of domestic and foreign centralized procurement of materials, at the same time, it systematically combs the current situation of ZYJT company's material procurement management. After analyzing the necessity and feasibility of centralized procurement of materials in ZYJT Company, based on the perspective of centralized purchasing managers of construction enterprises. Combined with the actual situation of ZYJT company, this paper puts forward the construction of the material centralized purchasing management model of the company. And the material purchase planning, supplier management, quantitative bid evaluation. Contract management and settlement management of the specific content, business processes and operational methods to do in-depth discussion. Finally, according to the project examples confirmed that centralized procurement to promote the development of the great role of enterprises. The problems that need to be solved are analyzed from four aspects: the misunderstanding, the intensity of the work, the safeguard measures and the team building.
