企业生态责任:性质本源、目标约束与政策导向

【摘要】：国有和私营企业都有承担生态责任的现实需要,但由于企业性质和目标约束之间存在着一定的差异而导致其生态责任也各有不同。从国有和私营企业的性质出发,将其生存和发展的根本目标分为经济和生态目标,分别从其面对的经济目标硬约束和生态目标软约束出发讨论各自的生态责任,既可以进行有效地控制以促进企业担当生态责任,也能够帮助政府给予更加有效的政策指导,从而最终实现国有和私营企业经济价值和社会价值。
[Abstract]:The state-owned and private enterprises have to bear the responsibility of ecological reality, but because there are some differences between the enterprise nature and objective constraints due to the ecological responsibility is also different. Starting from the nature of state-owned and private enterprises, the fundamental goal of its survival and development is divided into economic and ecological objectives, separately from the face the economic goal of hard constraints and soft constraints discussed ecological ecological goals of their respective responsibilities, not only can effectively control to promote the enterprise to take the ecological responsibility, it can help the government to give more effective policy guidance, state-owned and private enterprises so as to realize the economic value and social value.
