【摘要】:自我国实行住房改革以来,我国房地产市场业发展迅猛,但住房问题一直是我国最热的民生话题,尤其是处于社会收入群体中的中低收入群体,也就是所谓的“夹心层”,他们既买不起市场中的商品房,又没有资格去申请保障性住房。他们这种住房尴尬境地,说明了我国现阶段的住房保障体系还有待进一步完善。在此情况下,政府为了保障中低收入群体的住房切身利益,并改变房地产市场刚性需求,,从而起到抑制房价的作用,公共租赁住房应运而生。公共租赁住房从产生至今问题重重,尤其是其如何定价的问题,一直是广大人民群众和媒体关注的焦点。从某种程度上说,公租房定价的成败将关系着此政策能否顺利施行,所以定价问题是公租房的核心问题,是重中之重。 本文通过分析我国现阶段公共租赁住房的背景,包括对公租房现有的供给模式、定价现状进行分析,指出其在定价方面存在的问题,提出公共租赁住房批量定价的必要性及定价目标。在此基础上,通过对公共租赁住房的价格影响因素进行分析并针对公租房不同的供给模式,论文主要提出两种批量定价的技术路线,分别是基于成本导向模式的批量定价技术路线和基于市场导向模式的批量定价技术路线。基于成本导向模式的公共租赁住房批量定价以成本法为基础,通过设定基准成本租金,并运用差异性价格系数定价法对公租房进行批量定价研究,最后根据中低收入群体的可支付能力进一步确定个体租金。基于市场导向模式的公共租赁住房批量定价以市场租金为导向,提出可运用特征价格模型找出公共租赁住房所对应的市场租金,然后通过测算保障性福利确定个体租金,以确保其达到高效客观、公平合理等批量定价目标,进而有效解决当前公共租赁住房定价难的问题,并力求为政府的决策工作提供支持。
[Abstract]:Since the implementation of housing reform in China, the real estate market in China has developed rapidly, but housing has been the hottest livelihood topic in China, especially in the middle and low income groups of the social income group. The so-called "sandwich layer", they can not afford commercial housing in the market, but also do not qualify to apply for affordable housing. Their housing embarrassing situation. In this case, the government in order to protect the immediate interests of low-income groups of housing, and change the rigid demand of the real estate market. As a result, public rental housing emerged as the times require. Public rental housing has had a lot of problems since its emergence, especially how to price it. To some extent, the success or failure of the pricing of public rental housing will affect the smooth implementation of this policy, so pricing is the core issue of public rental housing. It's the top priority. This paper analyzes the background of public rental housing in our country at present, including the current supply mode of public rental housing, pricing status quo, and points out the existing problems in pricing. On the basis of the analysis of the factors affecting the price of public rental housing and the different supply modes of public rental housing, the paper puts forward the necessity and the pricing goal of public rental housing. This paper mainly puts forward two kinds of technical routes of batch pricing. It is the batch pricing technology route based on the cost-oriented mode and the batch-pricing technology route based on the market-oriented mode respectively. The batch pricing of the public rental housing based on the cost-oriented model is based on the cost method. By setting the standard cost rent and using the differential price coefficient pricing method to carry out the bulk pricing of public rental housing. Finally, according to the affordability of low- and middle-income groups to determine the individual rent. Based on the market-oriented model of public rental housing lot pricing market rent-oriented. The characteristic price model can be used to find out the corresponding market rent of public rental housing, and then determine the individual rent by calculating the indemnificatory welfare, in order to ensure that it can achieve the objective, efficient, fair and reasonable batch pricing objectives. Then it can effectively solve the problem of difficult pricing of public rental housing, and strive to provide support for the government's decision-making work.
