我国房地产企业征信体系的构建研究

【摘要】:征信是保障企业乃至国家健康发展的基石,征信体系的建立可以有效减少市场交易中信用信息不对称的情况,降低信用交易中逆向选择和道德风险。作为国家支柱产业之一的房地产行业,位于国民经济链条的中间位置,近年来在拉动关联产业、增加就业、改善居民居住环境等方面均有显著成效。随着房地产行业的快速发展,由于缺乏防范意识和有效的市场监管而导致的房地产市场混乱,房地产企业失信事件频发,极大的伤害了政府、银行和消费者的利益。在此背景下,论文提出建立房地产企业的征信体系,房地产企业征信体系的建立可以有效减少市场交易中信用信息不对称的情况,实现信用信息共享,降低金融机构的信贷风险,保护消费者的合法权益,有助于形成健康稳定、公平公正、诚实守信的房地产市场环境。 论文首先对征信和征信体系相关概念和理论进行了阐述,接着对房地产企业建设征信体系的必要性和可行性进行了分析,指出房地产企业征信体系的建设可以有效降低信贷风险,维持房地产市场的稳定,并分析了当前建立房地产企业征信体系已具备的条件;其次,对比分析了美国、欧洲和日本三种不同的企业征信制度,提出当前我国房地产企业征信体系的建设应当采用公共征信和私营征信并存的模式,在建设初期,,以公共征信为主,政府兼有经营者和管理者双重身份,利用信息优势全面征集房地产企业的信用信息,并大力推进第三方征信机构的发展,随着征信市场发展的逐渐成熟,政府便逐渐淡化经营者的身份转向监督者的身份,以市场化的私营征信为主;最后论文尝试构建了我国房地产企业征信体系,包括征信数据库的建立、信用评价机制的构建、失信惩戒机制的构建、信用风险转化机制的构建、征信管理机制的构建和宣传教育机制的构建共六方面的内容,并选取了重庆市房地产企业征信体系的案例进行了实证研究,提出了构建我国房地产企业征信体系的现实路径。
[Abstract]:Credit information is the cornerstone of the healthy development of the enterprises and even the state . The establishment of the credit system can effectively reduce the asymmetry of credit information in the market transaction , reduce the adverse selection and moral hazard in the credit transaction . As the real estate industry of one of the pillar industries of the country , the real estate market is in disorder due to the lack of prevention awareness and effective market supervision . In this context , the establishment of the real estate enterprise credit system can effectively reduce the credit information asymmetry in the market transaction , realize the credit information sharing , reduce the credit risk of the financial institution , protect the legitimate rights and interests of the consumers , and help to form a healthy and stable , fair and honest real estate market environment .
