【摘要】:食品安全与否对于人们的健康至关重要。近年来,随着人们生活质量的提高,健康意识也在不断增强,与此同时食品安全事件的频发使得食品质量安全与否成为人们日益关注的焦点。食品供应链是一个复杂的过程,包括生产、加工、物流与销售等多个环节,在此过程中市场规范、政府监管等方面也是必不可少的。目前,我国食品安全的现状是技术还处于较低的水平,而且监管体系也不完善,那么,该采取什么样的措施来保障食品供应链各节点上的质量安全对现实具有极大的指导意义。 乳制品已经成为我国居民食品结构的一个重要组成部分,其质量安全与否对于人们的健康至关重要。本文针对乳制品供应链各个环节存在或者可能出现的质量安全问题,结合现代食品质量安全管理的相关理论和方法,从监督管理的角度出发,对乳制品供应链进行了相关分析,建立乳制品质量安全监管体系,以“预防为主”为根本出发点,以确保乳制品质量安全。本文的研究内容包括以下几个方面: ⑴首先提出课题研究背景和研究意义,经过大量的研究与学习,总结出目前关于乳制品质量监控的国外研究现状并对国内的研究现状进行综述。在明确研究方向、方法的基础上对相关概念进行介绍与学习。根据乳制品质量安全的监控特点提出进行监控的思路,为后续展开更全面的分析奠定基础。 ⑵了解乳制品供应链模式并对其构成环节存在的质量安全问题进行分析,针对乳制品质量安全风险问题,通过调查分析并采用因子分析法,分析提炼出5个公共因子;根据公共因子的得分系数矩阵,构造出公共因子风险计算函数以及其风险模型表达式。根据得分数值,分析风险水平,从而为制订相应的风险管理措施,为乳制品质量安全的内部监控和外部监管提供参考和依据。 ⑶在相关理论及研究的基础上,为了保证乳制品的质量安全,提出有效的监控思路。即如何在供应链内部进行有效控制以及在外部进行有效监管,建立由供应链、内部控制和外部监管三个部分构成的乳制品质量安全监控体系。 本文首先对质量安全风险因素作因子分析,针对可能存在的风险考虑要加强乳制品的内外监控,,进而构建以HACCP体系为内部控制与政府等外部管理相结合并通过信息追踪系统得以实现的监控体系,在加强HACCP效力及提高外部管理效率的同时也促进了乳制品质量安全控制理论的丰富和发展,为完善我国食品安全监管体系提供建议。
[Abstract]:Food safety is very important for people's health. In recent years, with the improvement of life quality, health awareness is also growing at the same time, the frequent incidents of food safety and food quality and safety has increasingly become the focus of attention. The food supply chain is a complex process, including production, processing, logistics and sales a number of links, standardize the market in the process, is also essential for government supervision and so on. At present, the status quo of China's food safety technology is still at a low level, and the supervision system is not perfect, so, what measures to guarantee the quality and safety of food supply chain with each node. Great guiding significance to the reality.
Dairy products have become an important part of the food structure of Chinese residents, the quality safety is very important for people's health. According to the various aspects of dairy supply chain quality or safety problems, combining the relevant theories and methods of management of the safety management of food quality supervision and management, starting from the angle of the dairy products supply chain is analyzed, the establishment of safety supervision system of the quality of dairy products, in order to "prevention" as the fundamental starting point, in order to ensure the quality and safety of dairy products. The research content of this paper includes the following aspects:
The first proposed the research background and significance of the research, through research and study a lot, summed up the current review on monitoring the quality of dairy products abroad, research status and research status at home. In the specific research methods on the basis of the related concepts are introduced. According to the characteristics of learning and monitoring the quality and safety of dairy products monitor the idea for the follow-up, a more comprehensive analysis of the foundation.
The understanding of dairy products supply chain and quality safety problems existed in the link which carries on the analysis, according to the safety problems of dairy products quality, through investigation and analysis by using factor analysis method, analysis to extract 5 common factors; according to the public factor score coefficient matrix, construct the calculation function and expression of the public risk model the risk factor score. According to the numerical analysis, the level of risk, so as to formulate the corresponding risk management measures, and provide reference for the internal supervision and external supervision of the safety of dairy products.
In the basis of the relevant theory and research, in order to ensure the safety and quality of dairy products, put forward ideas. That is how to effectively monitor within the supply chain for effective control and effective supervision in the external supply chain, established by the three parts, internal control and external supervision mechanism into the dairy products quality and safety monitoring system.
Firstly, the factor analysis of quality and safety risk factors for possible risks to consider to strengthen the internal control and external control of dairy products, and the construction of internal control and external government management combined monitoring system through the information tracking system can be realized in the HACCP system, in strengthening the effectiveness and improve the management efficiency of external HACCP also promote the enrichment and development of dairy products quality and safety control theory, provide the suggestion for the improvement of food safety supervision system in our country.
