福建省安溪县兽药监管现状与对策研究

【摘要】：在当今世界，无论是发达国家还是发展中国家，都面临着食品安全问题的挑战。兽药作为不可或缺的畜牧投入品在动物养殖过程中被广泛使用，它不仅影响动物疫病的防治效果，而且关系到动物产品的质量安全。尽管我国政府长期不间断地对兽药监管采取了许多措施，但生产和销售假劣兽药、违法使用违禁兽药、不按规定滥用兽药的情况时有存在，由此造成的食品安全事件频发，例如2011年双汇“瘦肉精”事件和2012年洋快餐“药鸡门”事件。因此，政府需要采取更有效的措施，对兽药的生产、经营到使用各环节进行全程监管，，确保兽药的质量和使用安全，为畜牧业健康发展和动物产品质量安全提供有力保障。本研究立足福建省安溪县实际，对2011年至2012年两年间安溪县兽药经营环节、使用环节和监管环节进行调研。文章第一部分就研究目的、研究意义、国内外相关动态、创新点进行了梳理；第二部分主要对美国、欧盟等发达国家和地区兽药监管体制和模式进行介绍,总结其值得借鉴的经验；第三部分主要是介绍我国兽药监管体系、监管现状以及主要措施；第四部分介绍安溪县兽药质量安全现状、监管部门工作开展情况，并对监管现状存在的问题和原因进行分析；第五部分是在前面调查研究的基础上，提出安溪县兽药监管的政策建议和监管模式。本课题的特色之处为从县级层面系统地分析如何加强和完善兽药全程监管,提出兽药监管新模式，如提出建立县级兽药连锁经营制度、创建兽药电子监管平台、推行养殖户兽药购买卡制度等。这些有针对性的举措和思路，将推动良好兽药流通与安全使用监管平台的建立和完善，将有效提升安溪县兽药监管效率和监管水平，为安溪县或其它类似地区完善和规范兽药监管提供借鉴。
[Abstract]:In today ' s world , both developed and developing countries face the challenge of food safety . As an indispensable animal husbandry input - product is widely used in animal breeding , it affects not only the control effect of animal epidemic diseases but also the quality safety of animal products . According to the actual situation of Anxi County in Fujian Province , this paper makes a survey on the operation links , links and supervision of veterinary drugs in Anxi County between 2011 and 2012 . The first part of this paper introduces the research purpose , research significance , relevant dynamic and innovation points of the domestic and foreign countries , summarizes the experiences of the supervision system , the current situation and the main measures of veterinary drug supervision in the United States and the European Union . The fourth part mainly introduces the current situation of veterinary drug control in Anxi county , the current situation of supervision and the causes of supervision . Part five is to put forward the policy suggestion and supervision mode of veterinary drug supervision in Anxi county based on the previous research . The feature of this project is to systematically analyze how to strengthen and perfect the whole process supervision of veterinary drugs from the county level , and put forward the new mode of veterinary drug supervision , such as the establishment and perfection of the supervision platform for the establishment of the veterinary drug chain operation system , the establishment and improvement of the supervision platform for the circulation and safety of veterinary drugs , and the effective promotion of the supervision efficiency and supervision level of the veterinary drugs in Anxi County , which will provide reference for the improvement and regulation of veterinary drug supervision in Anxi County or other similar areas .
