【摘要】：党的十八大报告中明确提出“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路”，“推动……城镇化和农业现代化相互协调。”城镇化是我国现阶段面临的具有时代特征的新任务，农业现代化则是我国现阶段需要解决的一个历史性问题。社会经济的发展规律表明，城镇化能够拉动农业现代化的发展，，农业现代化能够促进城镇化的发展，只有把城镇化与农业现代化协调发展过程中的突出问题和难题综合起来考虑，才能更好的推进城乡一体化发展，更快实现我国现代化建设的宏伟目标。我国正处于城镇化水平不断提高、农业现代化进程迅速推进的关键时期。在这个背景下，不同地区的城镇化与农业现代化发展水平存在较大差异，地域广阔的民族地区城镇化发展和农业现代化发展水平均低于国家平均水平。研究民族地区城镇化与农业现代化协调发展问题，对促进全国整体城乡一体化发展进程以及更好推进民族地区扶贫攻坚计划、加快民族地区经济发展具有重大而又深远的现实意义。恩施土家族苗族自治州地处我国中西部结合地区，是《中国农村扶贫开发纲要(2011-2020年)》规划的国家重点扶贫攻坚试点区域——武陵山片区的重要组成部分，同时享受着国家西部大开发和中部崛起的优惠政策，本文选取恩施州为研究对象具有较强的代表性。本文以恩施州为例，进行该区域的城镇化与农业现代化协调发展研究，全文共有六个部分，其中，第一部分交代了选题的背景、目的和意义，国内外对于城镇化和农业现代化进行研究的相关文献综述以及文章的研究内容和方法。第二部分是对城镇化与农业现代化之间的相互关系进行理论分析，阐述了城镇化拉动农业现代化发展的作用机理和农业现代化推进城镇化发展的作用机理。第三部分是构建并形成恩施州城镇化与农业现代化发展水平的综合评价指标体系，描述恩施州城镇化发展现状和农业现代化发展现状，分析恩施州城镇化发展特点和农业现代化发展特点。第四部分是结合相关统计资料，运用数据包络法构建数学模型，对恩施州八个县市城镇化与农业现代化的协调发展程度进行实证分析，判断恩施州城镇化与农业现代化协调发展情况。第五部分则是根据前文的理论分析、现状分析和实证分析，从城镇化、农业现代化、产业结构、相关制度的角度，提出具有针对性的促进恩施州城镇化与农业现代化协调发展政策建议。在文章最后部分，对全文进行概括总结并提出对文章未来研究的展望。

Urbanization is a new task with the characteristics of the times facing the present stage of our country, the agricultural modernization is a historical problem to solve the present stage of our country. Research on the problem of urbanization and agricultural modernization coordinated development, to promote the overall development of urban-rural integration process and promote national area poverty alleviation program, has the reality a great and far-reaching significance to accelerate the economic development of ethnic areas.

The third part is the construction of comprehensive evaluation index system and the formation of Enshi urbanization and agricultural modernization development level, describing the state of Enshi urbanization development and agricultural modernization development status, analysis of Enshi urbanization development characteristics and development of agricultural modernization. The fourth part is the combination of relevant statistical data, building a mathematical model using data envelopment analysis, empirical analysis of Enshi eight counties of urbanization and agricultural modernization coordinated development degree, Enshi fuzhoucheng town judgment and agricultural modernization coordinated development. The fifth part is based on the previous theoretical analysis, situation analysis and empirical analysis, from urbanization, agriculture the modernization of the industrial structure, the relevant system point of view, put forward to promote Enshi's urbanization and agricultural modernization coordination Development policy recommendations. In the last part of the article, the full text is summarized and the prospect of the future research of the article is put forward.
