【摘要】：随着“十二五规划”的深入实施，低碳旅游作为沈阳“十二五”旅游专项规划的主要内容，在政策层面得到了足够的重视。旅游资源作为新兴的无烟产业开始兴起，其积极的作用日益彰显。基于此，从县域的景区的绿化入手，对现有的县域景区进行合理科学的低碳性规划与设计，通过优化对区县低碳旅游的布局的规划实现低碳化的整体转型，在拓展低碳平台建设上搭建合理性的公共配套设施，对低碳旅游景观性的规划实现低碳景观的合理性修复，加强低碳旅游的观赏性。低碳旅游作为一种具有具体形态的旅游体，它既是对现有旅游体系的一个补充，又是从一个新的视角上对旅游的具体运行模式进行阐述说明。对于沈阳县域来发展低碳旅游其理论意义在于以下几点：一是基于可持续发展的角度，从理论上对县域低碳旅游的发展路径进行探析。二是根据低碳旅游的概念，探讨低碳旅游的统一性问题，尽管低碳旅游在多数地区只是一种理念，作为未来的发展方向，强化低碳旅游理论化的指导对于旅游业未来的发展指明了方向。三是通过实践的理论指导，根据查阅相关资料的整合，将低碳理论付诸实践，并更好的指导沈阳地区产业结构升级及优化旅游资源：一是对于沈阳地区的旅游状况进行调研，对沈阳县域周边旅游状况进行深入的分析，，根据旅游潜力对旅游碳足迹进行评估。二是通过对碳排放的了解，研究旅游过程中住宿、餐饮、交通及景区碳排放对于沈阳县域的影响程度，从空间分布状况上对县域产业布局有着更好的实践指导。三是对于城市周边县域的研究近些年来较少，可以根据城市发展的需要对城市周边景区进行合理化的布局指导并指导实践。本文主要从以下几个方面进行论述。第一，从理论上对低碳旅游的背景、意义及内涵建设上的发展进行概述，第二，从景区的低碳发展特性出发，分析低碳旅游发展的必要性及机制，对低碳发展途径进行概述。第三，从沈阳县域低碳旅游发展现状着手，根据在发展过程中存在的问题及成因，最后揭示出符合沈阳县域低碳旅游发展的对策建议，即优化现有区县低碳旅游的布局，有针对性对低碳景区进行整体规划，完善县区旅游的低碳型基础设施建设，加强县域旅游体系低碳化的整体转型。拓展县区低碳旅游平台建设，加强住宿餐饮等配套设施的低碳规划，搭建合理型低碳旅游公共平台，加强低碳旅游的示范带动作用。加强县域旅游区景观性规划科学性修复实现景观的合理规划，对低碳化所需的植被进行景观修复。
[Abstract]:With the implementation of the 12th Five-Year Plan, low-carbon tourism is the main content of Shenyang's 12th Five-Year Plan. In the policy level has been paid enough attention. Tourism resources as a new smokeless industry began to rise, its positive role is increasingly prominent. Based on this, from the county scenic spot greening. The existing county scenic spots for a reasonable and scientific low-carbon planning and design, through the optimization of the layout of low-carbon tourism planning to achieve the overall transformation of low-carbon. In the development of low-carbon platform construction to build reasonable public facilities, low-carbon tourism landscape planning to achieve the rational restoration of low-carbon landscape. As a specific form of tourism, low-carbon tourism is a supplement to the existing tourism system. From a new perspective to explain the specific operating mode of tourism. Shenyang County to develop low-carbon tourism its theoretical significance lies in the following points: first, based on the perspective of sustainable development. The second is to discuss the unity of low-carbon tourism according to the concept of low-carbon tourism, although low-carbon tourism is only a concept in most areas. As the future development direction, the guidance of strengthening low-carbon tourism theorization indicates the direction for the future development of tourism. Third, through the theoretical guidance of practice, according to the integration of relevant information. Put low-carbon theory into practice, and better guide the upgrading of industrial structure and optimization of tourism resources in Shenyang: first, research on the tourism situation in Shenyang. Based on the analysis of tourism situation around Shenyang county area, the tourism carbon footprint is evaluated according to tourism potential. Second, through the understanding of carbon emissions, accommodation and catering in the tourism process are studied. Transportation and scenic area carbon emissions to Shenyang county area impact degree, from the spatial distribution of the county industrial layout has a better practical guidance. Third, the study of the surrounding counties in recent years is less. According to the needs of urban development, the rational layout and practice of the scenic spots around the city can be carried out. This paper mainly discusses from the following aspects. First, the background, significance and connotation of low-carbon tourism development is summarized theoretically. Second, from the perspective of the low-carbon development characteristics of the scenic spot. This paper analyzes the necessity and mechanism of low-carbon tourism development, summarizes the low-carbon development approaches. Third, from the current situation of low-carbon tourism development in Shenyang County, according to the existing problems and causes in the process of development. Finally, it reveals the countermeasures and suggestions that accord with the development of low-carbon tourism in Shenyang county, that is, optimize the layout of low-carbon tourism in existing districts and counties, and carry out the overall planning of low-carbon scenic spots. Improve the county tourism low-carbon infrastructure construction, strengthen the county tourism system low-carbon overall transformation, expand the county low carbon tourism platform construction, strengthen residential catering and other supporting facilities of low-carbon planning. Build a reasonable low carbon tourism public platform, strengthen the role of low-carbon tourism demonstration drive, strengthen the county tourism area landscape planning scientific restoration to achieve a reasonable landscape planning. Landscape restoration of vegetation needed for low carbonization is carried out.
