【摘要】：21世纪全球经济发展的显著特征是创业型经济的发展,创业活动是科学技术转化为现实生产力的纽带,它已然成为区域经济发展的强大推动力。作为社会发展的创新举措、以创业为导向的引擎,塑造创业型城市带动并扶持区域创业型经济的发展,已然成为包括我国在内的许多国家政府的共识。 2011年以来,上海市普陀区开始启动创建创业型城市的实践,目前正在逐步实现缓解区域失业、增强行业竞争力、优化创业环境和促进经济增长等一系列预期目标稳步前进,因此,对于上海市普陀区创业型城区建设实践探索问题的研究具有重要的现实意义。本文所研究的创建创业型城区问题就是上海市普陀区为改善当地的创业环境,激发区域创业活力所做的有效公共管理探索。创业型城区究竟如何提升创业型经济,转变经济发展方式,促进城区经济的健康、可持续发展?为了回答这些问题,本文以上海市普陀区创建创业型城区实践为研究对象,深入研究与普陀区创业型城区密切相关的领域：如何促进创业带动就业工作,如何提升区域创业产业集聚能级,如何打造现代创业孵化基地,如何提高区域创业经济和优化创业教育等领域；同时,结合人社部提出的创业型城市的五大建设体系要求,从上海市普陀区的实际情况出发,对普陀区的创业型城区建设体系进行系统评估和分析,在理论与实践研究的基础上提出对策建议,为解决实际工作中的问题提供参考。全文共分为四个部分,第一章为绪论,主要介绍了研究背景,阐述研究目的和研究意义。其次,梳理总结国内外有关创业型城区建设的相关研究文献,在此基础上分类汇总：最后,提出本文的研究思路与研究内容。第二章为创业型城区建设实践现状与问题分析,主要总结了上海市普陀区创业型城区建设的现状、提炼概括了阶段性的创建工作成效和特色工作,在提出了当前创建过程中实际存在的问题后进行了深入的分析。第三章则在理论联系实际的基础上,系统提出了完善上海市普陀区创业型城区建设的对策和建议。第四章结论,主要总结本文的成果和不足。本文的结论是：普陀区政府应认真总结创业型城区的发展实践,准确把握工作发展的阶段性特征,只有以科学发展观指导建设创业型城区,同时贯彻有力,才能开拓更为广阔的经济社会发展的广阔空间。借鉴国内外经验,普陀区创建创业型城区的工作可以通过优化创业扶持政策体系；建设从区域产业集群到区域创业体系；完善创业型城区建设的服务体系；拓展创业融资渠道；强化创业教育培训；推进创业文化建设和完善创业保障措施等方面多管齐下,促进城区创业水平的整体提高。
[Abstract]:Significant characteristics of the twenty-first Century global economic development is the development of entrepreneurial economy, entrepreneurial activity is the link of science and technology into real productivity, it has become a powerful driving force for regional economic development. As the innovative initiatives for social development, business oriented development engine, build entrepreneurial city to promote and support Regional Entrepreneurial Economy that has become the consensus of many countries including our country government.
Since 2011, Shanghai City, Putuo District started the practice of creating entrepreneurial city, is now gradually achieve remission of regional unemployment, enhance the competitiveness of the industry, optimize business environment and promote economic growth and a series of targets for steady progress, therefore, has important practical significance for the study of exploring the construction practice of Putuo District entrepreneurial city of Shanghai city.
The creation of entrepreneurial problems in this article is the study of the Shanghai city of Putuo District in order to improve the local environment, effectively stimulate regional public management to explore entrepreneurial activity done. Entrepreneurial city how to increase the entrepreneurial economy, change the mode of economic development, promote economic health, urban sustainable development? In order to answer these questions, this paper Shanghai City, Putuo District city to create entrepreneurial practice as the research object, the field is closely related to the thorough research and the Putuo District entrepreneurial city: how to promote entrepreneurship employment, how to improve the regional innovation industry agglomeration level, how to build a modern business incubator, how to improve the Regional Entrepreneurial Economy and optimization of entrepreneurship education and other fields; at the same time, combined with the entrepreneurial city department proposed the construction of the five system requirements, starting from the actual situation of Shanghai City, Putuo District, Putuo District and A systematic evaluation and analysis of the construction system of industrial city is put forward. Based on the theoretical and practical research, countermeasures and suggestions are put forward to provide references for solving practical problems.
This paper is divided into four parts, the first chapter is the introduction, mainly introduces the research background, the research objective and research significance. Secondly, summarizes the related research literature about the construction of entrepreneurial city at home and abroad, on the basis of classification. Finally, put forward the research ideas and research content. The second chapter is the analysis of the status quo and problems of the construction practice of entrepreneurial city, mainly summarizes the current situation of the construction of Putuo District entrepreneurial city of Shanghai City, summarizes the process of creating work achievements and work characteristics, are analyzed in the current created in the process of practical problems. The third chapter is based on the combination of theory and reality the system puts forward the countermeasures and suggestions to improve the construction of Putuo District Entrepreneurial City District of Shanghai city. The fourth chapter is the conclusion, summarizes the main achievements and shortcomings.
The conclusion is that the Putuo District government should conscientiously sum up the development practice of entrepreneurial city, accurately grasp the stage characteristics of the development of Scientific Outlook on Development, only to guide the construction of entrepreneurial city, and carry out effectively, to develop a broader economic and social development of the vast space. From domestic and foreign experience, the creation of entrepreneurial city of Putuo District you can work through optimization of entrepreneurship policy support system construction; from the regional industrial cluster to Regional Entrepreneurial System; improve the construction of entrepreneurial city service system; expand business financing channels; strengthen entrepreneurship education and training; promoting the construction of entrepreneurial culture and entrepreneurship to improve the safeguard measures and other aspects of multi pronged approach to improve the overall level of entrepreneurship, promote the city.
