中国廉租住房退出中的问题及完善途径

【摘要】：通过对上海廉租住房家庭的特征及退出行为分析,发现家庭成员中有大病、年老或其他丧失劳动能力的廉租住房家庭退出的可能性小,需要长期依赖住房保障,而大家庭、婚姻稳定家庭和居住在中心城区的家庭退出保障的概率较高。同时,保障补贴数额越大的家庭退出的可能性越小,并存在一部分家庭有青壮年就业人口,可以通过就业提高收入但却不工作的现象,说明廉租住房领域存在福利陷阱问题。因此,应通过完善住房保障方式、制定合理的保障水平、促进廉租住房家庭就业等方法减少福利陷阱。

At the same time ensuring a high probability of exit the possibility of security, the greater the amount of subsidies from the family is small, and there is a part of the family has young working population, by improving employment income but not the phenomenon that exists in the field of low rent housing welfare trap problem. Therefore, we should perfect the housing guarantee, ensure a reasonable level, to promote the family of low rent housing and employment methods to reduce the welfare trap.
