【摘要】:1998年国务院颁布通知,在我国实施廉租房制度,解决低收入家庭住房问题。吉林省按照国务院要求制定了吉林省廉租房政策并全面实施,目前已经形成政策体系,相当的低收入家庭住进了廉租房。并且,吉林省在实践中与时俱进,大胆创新,在全国率先实施了按份共有产权政策,增加了低收入群体的财产收入、缓解了政府的资金压力,扩大了受益面,完善了退出机制,得到广大低收入家庭的欢迎。 但是吉林省廉租房政策在实施过程中还存在一些问题,既有共性的,也有地域性的问题。本文以社会学理论为指导,对吉林省廉租房政策的实施进行了实证调研,调研采用了问卷调查和个案访谈两种方法。经过对调研结果的总结,认为吉林省廉租房政策实施过程中在资金、政策覆盖面、房源、实施效果等几个方面存在问题,表现为:资金紧缺,资金筹措难;覆盖面狭窄,保障范围小;廉租房供给短缺,供不应求;地方政府实施力度不均衡。 对这些问题的成因进行分析,具体为:资金来源渠道过窄,资金不稳定;政策保障范围小,政策制定不科学;房源渠道单一,建设数量有限;各地区经济发展水平存在差距。 针对吉林省廉租房政策存在的问题,借鉴发达国家的廉租房政策实施的成功经验,提出相应的对策和建议构想:拓宽廉租房融资渠道;适当放宽申请条件,扩大保障范围;扩宽房源筹集渠道,增加廉租房供给;因地制宜,制定科学有效的地方廉租房政策。
[Abstract]:In 1998 the State Council issued a notice to implement the low-rent housing system in China to solve the housing problem of low-income families. Jilin Province in accordance with the requirements of the State Council formulated a low-rent housing policy in Jilin Province and fully implemented. At present, a policy system has been formed, a considerable number of low-income families live in low-rent housing. Moreover, Jilin Province keeps pace with the times in practice, boldly innovates, and takes the lead in implementing the co-ownership property rights policy in the whole country. It has increased the property income of low-income groups, eased the pressure of government funds, expanded the scope of benefits, improved the exit mechanism, and was welcomed by the vast number of low-income families. However, there are still some problems in the implementation of low-rent housing policy in Jilin Province, both common and regional problems. This paper is guided by sociological theory. The implementation of low-rent housing policy in Jilin Province for empirical research, the survey adopted questionnaires and case interviews two methods. Through a summary of the survey results, it is considered that the implementation of low-rent housing policy in Jilin Province in the process of implementation of funds. There are some problems in policy coverage, housing supply, implementation effect and so on, such as: the shortage of funds and the difficulty of raising funds; The coverage is narrow and the scope of guarantee is small; The supply of low-rent housing is short, and the supply is short of supply; The implementation of local governments is uneven. The causes of these problems are analyzed as follows: the source of funds is too narrow and the funds are unstable; The policy guarantee scope is small, the policy formulation is not scientific; The housing source channel is single, the construction quantity is limited; There is a gap in the level of regional economic development. In view of the problems existing in the low-rent housing policy in Jilin Province, this paper draws lessons from the successful experience of the implementation of the low-rent housing policy in developed countries, and puts forward the corresponding countermeasures and suggestions: widening the financing channels of low-rent housing; Appropriate relaxation of the application conditions to expand the scope of protection; Widening the sources of housing to raise channels to increase the supply of low-rent housing; According to local conditions, formulate a scientific and effective local low-rent housing policy.
