【摘要】：本研究着眼于对PPP项目利益相关方关系网络的进行动态性分析,首先分析了PPP模式的发展现状,并通过文献综述分析了PPP模式的研究现状。之后从PPP模式理论、利益相关方理论和社会网络理论三个方面对本研究中涉及的概念进行了界定。通过对PPP项目利益相关方社会网络中点的含义和线的含义进行讨论,确定了本研究分析所用到的指标,构建了PPP项目利益相关方社会网络分析(Social Network Analysis,简称SNA)模型,并对利益相关方可能采取的策略进行了分析。最后以X市垃圾发电项目为例,对PPP项目利益相关方社会网络分析模型进行了应用,并对之前提出的推测进行了验证。本研究主要着眼于“怎样从项目全局的视角对PPP项目利益相关方的网络角色进行确定”“各利益相关方可能采取怎样的策略”以及“各利益相关方应采取怎样的治理策略来保证项目的顺利实施”三个关键性问题。针对“怎样从项目全局的视角对PPP项目利益相关方的网络角色进行确定”问题,本文从PPP项目理论出发,确定了网络中点的具体含义和各利益相关方的角色地位;通过文献汇总分析,构建了PPP项目利益相关方关系强度的测度体系;通过对社会网络理论的深入研究,选择了适合本研究的测度指标。针对“各利益相关方可能采取怎样的策略”问题,本文从利益相关方所具备的权力和所收到的限制两个维度,对各利益相关方可能采取的策略进行了讨论,并通过案例研究进行了验证。针对“各利益相关方应采取怎样的治理策略来保证项目的顺利实施”问题,本文从X市垃圾发电项目案例出发,找出了案例中各个阶段可能对项目开展产生不利影响的利益相关方,并从社会网络的角度提出了相应的治理策略。
[Abstract]:This study focuses on the dynamic analysis of stakeholder relationship network of PPP project. Firstly, it analyzes the development status of PPP model. And through the literature review and analysis of the status quo of the PPP model, and then from the PPP model theory. Stakeholder theory and social network theory to define the concept involved in this study. Through the PPP project stakeholder social network in the meaning of the meaning and line of the meaning of the discussion. The indexes used in this study are determined, and the social network analysis model of stakeholders in PPP project is constructed. Finally, taking the waste power generation project of X city as an example, the social network analysis model of stakeholders in PPP project is applied. This study focuses on "how to determine the network roles of PPP project stakeholders from the overall perspective of the project". Three key questions: "what strategies should stakeholders adopt to ensure the smooth implementation of the project" and "what governance strategies should be adopted by stakeholders to ensure the smooth implementation of the project?" How to determine the network role of PPP project stakeholders from the perspective of the overall project? Based on the theory of PPP project, this paper determines the concrete meaning of the point in the network and the role of each stakeholder. Based on the analysis of literature, this paper constructs the measurement system of the intensity of stakeholder relationship in PPP project. Through the deep research on the theory of social network, the paper selects the measure index suitable for this study, and aims at the question of "what kind of strategy may be adopted by all stakeholders". This paper discusses the possible strategies of the stakeholders from the perspectives of the power of the stakeholders and the constraints they receive. And through the case study to verify. In view of the "various stakeholders should take the governance strategy to ensure the smooth implementation of the project", this paper starts from the case of X City garbage power generation project. The stakeholders who may have a negative impact on the development of the project in each stage of the case are identified, and the corresponding governance strategies are put forward from the perspective of social network.
