【摘要】:发展公共租赁住房(包括廉租房,以下简称公租房)是完善住房供应体系、解决中低收入群体住房难题、构建和谐社会的重要举措。公租房面向城市中低收入家庭,解决其基本住房需求。公租房是未来住房保障的核心,是备受百姓重视的民生工程。 自2007年《国务院关于解决城市低收入家庭住房困难的若干意见》(国发[2007]24号)发布以来,北京市的住房保障工作一直走在全国前列。目前,,北京市保障性住房的供应结构正由“以售为主”向“以租为主”转变。“十二五”期间,北京市公开配租的公租房将占保障性住房总数的60%以上。 随着各区县政府的积极推进,公租房入住家庭日益增加,公租房的后期管理必将成为公租房整体工作中的重点和难点。北京市积极探索和研究公租房管理政策,先后出台了《关于加强本市公共租赁住房建设和管理的通知》(京政发[2011]61号)、《北京市公共租赁住房后期管理暂行办法》(京建法[2013]15号)和《关于加强本市公共租赁住房社会管理和服务的意见》(京建法[2013]19号)等政策文件,对公租房后期管理中的各项主体和工作职责做了相关规定。 虽然北京市公租房的建设管理已经取得初步成效,但是在实际运营中仍暴露出一些问题。本论文通过对北京市第一个面向社会配租的公租房项目——远洋沁山水公租房小区进行了问卷调研分析,发现了租金收缴论难、运营管理缺乏标准、租户不合理使用、社区文化建设不足等问题。 针对以上问题,借鉴国内外经验,结合与北京市住建委、运营机构、物业服务企业等相关负责人的座谈研究,本文提出了使用监管、运营管理、社会管理“三位一体”的管理模式。使用监管包括动态监管和退出管理,本文提倡以正面鼓励宣传的方式,减少租户欠租违规使用等现象。同时尽力完善个人信用查询渠道,建立担保制度。运营管理为产权单位所负责,针对运营机构应建立准入和考核机制。社会管理应实行属地管理,子女可以就近入学,社区层面则应加强党团建设和志愿服务等。“三位一体”的管理模式,有利于进一步完善公租房管理机制,推动社会和谐发展。
[Abstract]:The development of public rental housing (including low-rent housing, hereinafter referred to as public rental housing) is to improve the housing supply system, to solve the housing problems of low-income groups. Public rental housing is the core of housing security in the future, and it is a livelihood project that people attach great importance to. Since 2007, "some opinions of the State Council on solving the Housing difficulties of Urban Low-income families" (National Development) [The housing security work in Beijing has been in the forefront of the country since the release of 24 (2007). The supply structure of affordable housing in Beijing is changing from "mainly selling" to "rent-oriented". During the 12th Five-Year Plan period, public rental housing in Beijing will account for more than 60% of the total number of affordable housing. With the active promotion of the district and county governments, the number of families living in public rental housing is increasing day by day. The late management of public rental housing will become the focus and difficulty in the overall work of public rental housing. Beijing actively explore and study the public rental housing management policy. This paper analyzes the questionnaire of the first public rental housing project facing the social rent in Beijing-ocean Qinshan landscape public rental housing district. The problems of rent collection, lack of standard in operation management, unreasonable use of tenants, insufficient construction of community culture and so on have been found. In view of the above problems, draw lessons from domestic and foreign experience, combined with the Beijing Municipal living and Construction Committee, operating institutions, property service enterprises and other relevant responsible persons of the discussion study, this paper proposed the use of supervision, operational management. The use of supervision includes dynamic supervision and exit management. This paper advocates a positive way to encourage publicity. At the same time, we should try our best to perfect the channel of personal credit inquiry and establish the guarantee system. The operation and management is the responsibility of the property right unit. In view of the operation organization should establish access and examination mechanism, social management should implement territorial management, children can go to school nearby, community level should strengthen the party group construction and voluntary service, etc. "Trinity" management mode. It is conducive to further improving the management mechanism of public rental housing and promoting the harmonious development of society.
