西安市容管理市场化改革研究

【摘要】:城市的规模和城市面积也在不断扩张,随着带来的城市市容管理问题已成为我国城市管理者重点思考的问题。对于西安市而言,城市面积已经从原来的200多平方公里扩张到现在的850平方公里,人口也从原来的200万迅速增长到现在的650万,城市市容管理从原来的“清、扫、运”的管理模式慢慢进化为“宣、教、管”的新模式,城市市容管理的体制也逐渐演变为“两级政府、三级管理”的新体制。为适应西安城市大发展的要求,,西安市容管理作为城市管理的基础组成部分,近15年来,正一步步尝试以运行企业化、作业市场化、管理法治化的模式为目标进行改革。 本文通过对市容、市容管理、市场化、公共服务市场化等一系列概念,立足于公共管理理论中的“政府失灵”和“市场失灵”、经济学中的帕累托最优原则等理论基础,聚焦西安市容管理市场化的现状,发现西安目前市容管理市场化存在着市场化程度不高、市场监督机制不健全等等不足之处,并从目前西安市容管理的政策、体制、市场环境的方面全方位分析了存在这种不足之处的原因。同时,提出要继续推进西安市容管理市场化改革,这种改革具有很多的可取之处。接下来,通过借鉴美日等发达国家,国内早些开展市容管理市场化改革的经验,积极吸取其可取之处。提出了下一阶段完善西安市容管理市场化改革的建议,顺利推进西安市容管理市场化改革,需要以战略发展眼光统筹全局,从管理理念、体制设计、公众参与、综合保障等方面全方位做好以下工作。一是要把握时代发展潮流,更新传统市容环卫事业管制化管理理念,建立服务意识,从管制型管理理念向服务型管理理念转变从而带动政府职能转变,革新市容管理服务。二是要革新旧有管理模式,按照政事分开、政企分开的原则,转变政府职能,推进市容管理部门改革。政府要摆脱“既是运动员又是裁判员”的角色定位,从微观事务上抽身,从战略规划、政策制定、监督管理、行业指导等方面宏观把握市容管理事务。三是要积极引入市场机制,构建市容环卫产业化管理模式。按照“投资主体多元化、运营主体企业化、运行管理市场化”的原则,建立合理的价格体系,实行公开、公平竞争,鼓励和放宽社会企业进入市容环卫作业服务各个领域,并面向社会招标,建立有效的竞争机制。四是引导社会公众与行业协会等社会力量的积极参与。充分发挥社会公众、行业协会与新闻媒体等在公共事务中的监督、协调等作用,通过建立公众—政府,公众—企业对话机制、建立信息公开制度、建立市区两级市容管理行业协会等途径,最终形成政府引导、社会参与、市场运作的新格局。五是完善有关配套政策,通过制定社会劳动保障政策、创新财政供给模式、法律、法规的权威保障等措施,为西安市容管理市场化改革有序进行提供保障。
[Abstract]:City size and urban area are also expanding, with the city appearance management problem has become the focus of our country's urban management issues, for Xi'an City. The urban area has expanded from the original 200 square kilometers to the present 850 square kilometers, the population has also increased rapidly from the original 2 million to now 6.5 million, the city appearance management from the original "Qing". The management mode of "sweeping, transportation" slowly evolved into a new mode of "propaganda, teaching and management", and the system of urban appearance management gradually evolved into "two levels of government." In order to meet the requirements of the great development of Xi'an city, Xi'an city appearance management, as the basic part of city management, has been trying step by step in the past 15 years to run as an enterprise and to operate market-oriented. The mode of management rule by law is the goal of reform. Through a series of concepts, such as appearance, appearance management, marketization and marketization of public services, this paper bases itself on the "government failure" and "market failure" in the theory of public management. Based on the Pareto optimal principle in economics, this paper focuses on the present situation of marketization of Xi'an city appearance management, and finds that the marketization of Xi'an city appearance management is not high at present. The market supervision mechanism is not perfect and so on, and from the present Xi'an city appearance management policy, the system, the market environment aspect omni-directionally analyzed the existence this kind of insufficiency reason. At the same time. Put forward to continue to promote the market-oriented reform of Xi'an city appearance management, this reform has a lot of merit. Next, through the reference of the United States and Japan and other developed countries, early domestic experience of developing market-oriented reform of the city appearance management. Positive absorption of its merits. Put forward the next stage to improve the market-oriented reform of Xi'an city appearance management reform, the smooth promotion of Xi'an city appearance management marketization reform, need to plan the overall situation from the strategic development perspective, from the management concept. System design, public participation, comprehensive security and other aspects to do the following work. First, to grasp the trend of development of the times, update the traditional concept of urban sanitation regulatory management, and establish a sense of service. From the concept of regulatory management to the concept of service-oriented management to promote the transformation of government functions, innovation of the city appearance management services. Second, to reform the old management model, according to the principle of separation of government and enterprise. The government should get rid of the role of "both athletes and referees", withdraw from the micro affairs, from the strategic planning, policy formulation, supervision and management. The third is to actively introduce the market mechanism and construct the management mode of city appearance and sanitation industrialization. The principle of marketization of operation management, the establishment of a reasonable price system, the implementation of open and fair competition, the encouragement and relaxation of social enterprises to enter all fields of municipal sanitation and sanitation services, and the public bidding. Fourth, we should guide the social forces such as the public and trade associations to participate actively, and give full play to the role of the public, trade associations and news media in the supervision and coordination of public affairs. Through the establishment of public-government, public-enterprise dialogue mechanism, the establishment of information disclosure system, the establishment of two-level city appearance management industry associations and other ways, the final formation of government guidance, social participation. Fifth, improve the relevant supporting policies, through the formulation of social labor security policies, innovation of the financial supply model, laws, regulations and other measures to ensure authority. Xi'an city appearance management for the orderly reform of the market to provide protection.
