黑龙江垦区小城镇建设对策研究

【摘要】：小城镇是农业现代化的必由之路。推进小城镇建设是解决三农问题的重要途径。党的“十六大”、“十七大”、“十八大”都就小城镇问题进行了阐述。尤其是十八大更是明确提出：“要坚持走中国特色新型城镇化道路，促进工业化、信息化、城镇化、农业现代化同步发展”。将小城镇建设作为促进内需，保持国家持续稳定发展的一个最重要的手段。城镇化已经成为未来一段时期我国经济社会发展的主战略之一。黑龙江垦区的小城镇建设取得举世瞩目的成就，为垦区留住和吸引人才，促进第二、三产业发展，保障垦区的生产稳定做出了巨大贡献。因此对黑龙江垦区小城镇进行研究不仅可以通过的“新垦区”的个案研究开拓农村发展理论的思路，还可以为完善黑龙江垦区小城镇发展质量的提供理论依据，保证提升黑龙江垦区小城镇的对策和建议的科学合理性。首先，本研究通过查阅大量文献资料，在小城镇发展的背景下，对国内外小城镇建设的理论进行深入阐述和梳理，在此基础上提出本研究的研究内容和技术路线；其次，对小城镇的概念、特点和功能及垦区小城镇的概念进行界定；第三，选取国内外小城镇建设的典型成功案例，对其发展历程、建设模式进行规律性的总结和概括；第四，介绍黑龙江垦区小城镇建设的基本情况，指出黑龙江垦区小城镇所面临的问题。第五，基于遗传算法的投影寻踪模型构建黑龙江垦区城镇化发展质量综合评价指标体系，，探寻制约黑龙江垦区小城镇发展质量的根源；在综合国内外小城镇建设的有益经验和对影响垦区小城镇建设质量因素的定量分析基础上，提出黑龙江垦区小城镇建设的调整政策。
[Abstract]:Small towns are the only way to agricultural modernization. Promoting the construction of small towns is an important way to solve the problems of agriculture, countryside and farmers. The 16th National Congress of the Communist Party of China and the 17th National Congress of the Communist Party of China (CPC). The "18 big" has carried on the elaboration to the small town question, especially 18 big put forward clearly: "must adhere to the Chinese characteristic new type urbanization road, promotes the industrialization, the informationization, the urbanization." The construction of small towns is regarded as the promotion of domestic demand. Urbanization has become one of the main strategies of China's economic and social development in the future. The construction of small towns in Heilongjiang Reclamation area has made remarkable achievements in order to retain and attract talents and promote the development of the second and third industries. Therefore, the study of small towns in Heilongjiang reclamation area can not only develop the theory of rural development through the case study of "new reclamation area". It can also provide a theoretical basis for improving the development quality of small towns in Heilongjiang Reclamation area and ensure the scientific rationality of the countermeasures and suggestions for promoting the small towns in Heilongjiang Reclamation area. First of all, this study through consulting a large number of literature, in the context of the development of small towns, the theory of small towns at home and abroad to elaborate and comb. On this basis, the research content and technical route of this study are put forward. Secondly, the concept, characteristics and functions of small towns and the concept of small towns in reclamation areas are defined. Thirdly, select the typical successful cases of small town construction at home and abroad, sum up and generalize its development course and construction mode regularly. 4th, introduces the basic situation of the construction of small towns in Heilongjiang Reclamation area, and points out the problems faced by small towns in Heilongjiang Reclamation area. 5th. The projection pursuit model based on genetic algorithm is used to construct the comprehensive evaluation index system of urbanization development quality in Heilongjiang Reclamation area to explore the root of restricting the development quality of small towns in Heilongjiang Reclamation area. On the basis of synthesizing the beneficial experience of small towns construction at home and abroad and the quantitative analysis of factors affecting the construction quality of small towns in reclamation area, the adjustment policy of small town construction in Heilongjiang reclamation area is put forward.
