可持续发展战略下我国农村低碳经济问题研究

【摘要】：随着世界各国工业化进程的不断加快和温室气体排放的不断增加，全球气候整体变暖，这不仅危害着人类的生存环境，也直接影响着人类的生产和生活。为应对全球气候变暖，全世界掀起了“低碳经济”的浪潮，以“低排放、低消耗、低污染”为目标的低碳经济形式应运而生。2009年12月，在全球气候峰会上我国承诺，到2020年实现碳排放下降40%-45%的目标。为实现这一目标和实施可持续发展战略，我国国内也掀起了研究和发展低碳经济的热潮。然而，由于受我国原有的城乡二元结构影响，虽然发展低碳经济在我国城市地区已经具有一定的规模，但是在我国广大的农村地区，人们对低碳经济却鲜有认知，生产生活仍以高碳为主。这一现实严重制约着我国经济社会的可持续发展和节能减排目标的实现。事实上，我国作为一个农村人口占绝大多数的国家，农村低碳经济的建设和发展是我国低碳经济建设不可或缺的重要组成部分，它不仅直接关系着农业经济的自身的可持续发展，也关系着我国社会经济的可持续发展。因此，，以可持续发展战略思想为指导，把低碳经济建设思想植入到农村的发展中，以高的标准来规划和发展农村，谋求农村经济的低碳发展，既符合当前全球发展低碳经济的趋势，也将会为我国的整体经济发展带来新的动力，是我国实现经济社会可持续发展的必由之路。本文拟从五个部分对可持续发展战略下我国农村发展低碳经济问题做出论述:第一部分从整体上介绍了本课题的研究背景、研究目的与意义、国内外相关文献综述和主要研究内容、研究方法、创新之处；第二部分对农村低碳经济的概念和主要相关理论作出界定和分析；第三部分主要阐述了农村发展低碳经济对我国可持续发展战略实施的重大意义；第四部分全面分析了当前我国农村发展低碳经济的总体趋势、存在的问题及原因；第五部分基于前面的分析提出当前农村发展低碳经济的思路和对策。
[Abstract]:With the accelerating process of industrialization and the increasing of greenhouse gas emissions, the global climate is warming, which not only endangers the living environment of human beings. In order to deal with global warming, the world has set off a wave of "low-carbon economy" to "low emissions, low consumption." The low-carbon economy, which is aimed at low pollution, came into being. In December 2009, at the Global Climate Summit, our country promised. By 2020, the goal of reducing carbon emissions by 40% to 45% will be achieved. In order to achieve this goal and implement the strategy of sustainable development, our country has also set off the upsurge of research and development of low carbon economy. Because of the original urban-rural dual structure, although the development of low-carbon economy in urban areas in China has a certain scale, but in the vast rural areas of China, people have little understanding of low-carbon economy. Production and life is still high carbon. This reality seriously restricts the sustainable development of our economy and society and the realization of the goal of energy saving and emission reduction. In fact, our country as a rural population accounts for the vast majority of the country. The construction and development of rural low-carbon economy is an indispensable part of low-carbon economic construction in China. It is not only directly related to the sustainable development of agricultural economy itself. It is also related to the sustainable development of our country's social economy. Therefore, under the guidance of the sustainable development strategy, the low-carbon economic construction thought is implanted into the rural development, and the rural areas are planned and developed according to the high standards. The pursuit of low-carbon development of rural economy is not only in line with the current trend of global development of low-carbon economy, but also will bring new impetus to the overall economic development of our country. It is the only way for our country to realize the sustainable economic and social development. This paper from five parts of the sustainable development strategy of rural development of low-carbon economy in China to make a discussion: the first part of the overall introduction of the research background, research purposes and significance. Domestic and foreign related literature review and main research content, research methods, innovation; The second part defines and analyzes the concept and main related theories of rural low-carbon economy. The third part mainly elaborated the rural development low carbon economy to our country sustainable development strategy implementation significance; Part 4th analyzes the general trend, problems and causes of the development of low-carbon economy in China's rural areas. Based on the above analysis, the 5th part puts forward the ideas and countermeasures for the development of low-carbon economy in rural areas.
