我国制造业技术创新贡献率研究:2001-2011

【摘要】:本文以步入中等收入阶段的我国制造业技术创新贡献率为研究标的,利用基于C-D生产函数的索洛余值法和非参数Malmquist指数法,对我国2001-2011年的制造业数据进行实证分析,结果显示我国制造业产出的资本弹性为0.69,要大大高于产出的劳动弹性0.31,说明我国制造业人力资源的积累缓慢,劳动力资源的利用效率较低;测算、分解我国制造业全要素生产率,发现技术效率长期拖累着技术进步对产出增长的贡献率,导致技术创新对我国制造业产出增长的贡献率仅为45.58%,说明我国制造业仍旧处于要素驱动的粗放增长阶段。 借助实证分析和与日、韩等先进制造业国家的对比结果,可知我国制造业技术创新驱动力较弱,制造业各子行业间的知识和技术扩散效应虽较显著,但整体知识和技术层次较低,制造业整体质、量发展不协调,与创新驱动的发展模式差距甚远。针对我国制造业存在的问题,要顺利地推动其转型升级,跨入创新驱动的发展阶段,至少需采取以下几个措施:第一,推动技术进步与技术效率协同共进;第二,增加技术创新资源投入;第三,营造良好的自主创新制度环境;第四,培育战略新兴产业;第五,构建制造业技术创新网络。
[Abstract]:In this paper, the contribution rate of Chinese manufacturing technology innovation into the middle income stage is taken as the research object, and the Solow residual value method based on C-D production function and the non-parametric Malmquist index method are used. The empirical analysis of China's manufacturing data from 2001 to 2011 shows that the capital elasticity of manufacturing output is 0.69, which is much higher than the labor elasticity of output 0.31. It shows that the accumulation of human resources in manufacturing industry is slow and the utilization efficiency of labor resources is low. By measuring and decomposing the total factor productivity of our manufacturing industry, we find that technical efficiency is a long-term drag on the contribution of technological progress to output growth. The contribution rate of technological innovation to the output growth of Chinese manufacturing industry is only 45.58, which indicates that the manufacturing industry in China is still in the extensive growth stage driven by factors. With the help of empirical analysis and comparative results with Japan, Korea and other advanced manufacturing countries, we can see that the driving force of technological innovation in manufacturing industry is weak, and the diffusion effect of knowledge and technology among sub-industries of manufacturing industry is significant. However, the overall level of knowledge and technology is low, the overall quality and quantity of the manufacturing industry is not coordinated, and is far from the innovation-driven development model. In view of the problems existing in the manufacturing industry in China, it is necessary to promote its transformation and upgrading smoothly. To step into the stage of innovation-driven development, at least the following measures should be taken: first, to promote technological progress and technological efficiency; Second, increase the input of technological innovation resources; Third, to create a good independent innovation system environment; 4th, cultivate strategic emerging industries; 5th, build manufacturing technology innovation network.
