城镇化进程中失地农民就业问题研究

【摘要】：新型城镇化建设的最终目的,是提升农村地区生活水平,优化城市劳动力结构,改变如今城乡差异日益扩大的二元化趋势。这个过程中最重要的一环,莫过于失地农民的安置。作为城镇化进程中的利益主体,只有保证失地农民妥善就业,才能保证新型城镇化建设的顺利进行。本文通过对中外城镇化建设过程中的经验和教训总结,结合中国城镇化情况的具体研究,对城镇化进程中失地农民就业问题的相关研究成果进行归纳。引言部分论述了该课题目前在中外的研究成果,同时对城镇化概念和失地农民的类别进行了界定；正文的第一部分,主要阐述了失地农民就业问题产生的背景以及农民在失地之后的生活、心态和就业状况；正文第二部分主要从研究和解决失地农民就业问题的必要性方面进行了论述；正文第三部分和第四部分是本篇论文的重点,第三部分由失地农民就业困境和困境成因两个方面组成,涉及社会保障、就业市场、土地使用效率等外部条件,以及农民自身就业能力、就业意愿等内部因素；正文第四部分从政策、制度和农民自身素质提高三个方面提出促进失地农民妥善就业的相关建议。结合相关理论成果,作者深入京津部分已经开展城镇化的地区进行走访,了解城镇化具体实施过程中为农民带来的改变,出现的问题以及农民最迫切的需求,为文章撰写提供现实基础。通过研究作者认为,城镇化发展进程中部分农民告别土地耕种,是必然趋势,也是新的发展契机。通过政策扶持、优势资源整合、就业指导等工作,在城镇化地区形成结构完善的就业和生活保障体系,不仅能够快速提升农民生活质量,而且将提升城镇化建设的内部动力。新型城镇化过程中失地农民就业问题的妥善解决,将为国家整体经济社会的整体发展做出巨大贡献,也将惠泽亿万中国农民。最后,本文作者提出了本题研究的不足之处和后续研究的努力方向。
[Abstract]:The ultimate goal of the new urbanization construction is to improve the living standards of rural areas, optimize the structure of urban labor force, and change the dualistic trend of the widening gap between urban and rural areas, which is the most important part of the process. As the main body of interest in the process of urbanization, only by ensuring the proper employment of landless farmers, can the construction of new urbanization proceed smoothly. This paper summarizes the experience and lessons in the process of urbanization construction in China and foreign countries, combined with the specific research on the urbanization situation in China. The introduction part discusses the current research results of this topic in China and abroad, and defines the concept of urbanization and the category of land-lost farmers. The first part of the text mainly expounds the background of the employment problem of the landless farmers and the life, mentality and employment situation of the peasants after the loss of land. The second part of the text mainly discusses the necessity of studying and solving the employment problem of landless farmers. The third part is the focus of this paper. The third part consists of two aspects: the employment dilemma and the causes of the plight of landless farmers, which involve the external conditions such as social security, employment market, land use efficiency and so on. And the farmers' own employment ability, employment intention and other internal factors; Part 4th from the policy, system and farmers' own quality improvement three aspects of the promotion of land loss farmers to promote the proper employment of the relevant recommendations, combined with relevant theoretical results. The author goes deep into the part of Beijing and Tianjin to visit the areas where urbanization has been carried out, to understand the changes, problems and the most urgent needs of farmers in the concrete implementation of urbanization. To provide a realistic basis for the writing of the article. The author thinks that it is an inevitable trend and a new development opportunity for some farmers to bid farewell to land cultivation in the process of urbanization development, through policy support, integration of superior resources, employment guidance and so on. The formation of a well-structured employment and livelihood security system in urbanized areas not only can rapidly improve the quality of life of farmers. And it will enhance the internal power of urbanization construction. The proper solution of the employment problem of land-lost farmers in the process of new urbanization will make a great contribution to the overall economic and social development of the country. It will also benefit hundreds of millions of Chinese farmers. Finally, the author puts forward the deficiency of this research and the direction of further research.
