河南省新密市新型城镇化发展问题研究

【摘要】：区域城镇化是区域经济发展的火车头。由于历史、社会、经济等多方面原因，我国城镇化发展进程中城乡二元结构严重，城乡之间在经济发展、设施建设、资源配置、环境治理和公共服务等方面存在着巨大的差距。原来的外延型城镇化发展模式已经成为阻碍区域现代化发展的绊脚石。过去的城镇化发展模式片面注重城市规模，忽视了发展质量，导致生态、环境、资源面临的压力凸显。《国务院关于支持河南省加快建设中原经济区的指导意见》提出，要走城乡统筹、社会和谐、生态宜居的新型城镇化道路。国家新型城镇化规划（2014－2020年）更是明确提出，要走中国特色新型城镇化道路、全面提高城镇化质量。在这样的时代背景下，本文通过分析新密市城镇化现状，，构建新型城镇化水平评价指标体系，测算新密市新型城镇化发展的实际水平，探寻新密市新型城镇化发展的规律与特点，找出新密市新型城镇化发展的不足，为推进新型城镇化建设提出切实可行对策与建议。论文一共分为四章，第一章为绪论部分，介绍了研究的背景、意义及国内外相关研究情况等。第二章为现状分析部分，在简要介绍新密市城镇化发展背景的基础上，着重从人口城镇化、经济城镇化、社会城镇化、空间城镇化和环境城镇化五个维度来分析新密市新型城镇化发展的基本现状。第三章是对新密市新型城镇化发展问题的分析。运用基于层次分析法的综合评价模型，构建出了新型城镇化水平综合评价指标体系，并利用人口、经济、社会、空间和环境城镇化5项二级指标及17项三级指标测算2008-2012年新密市新型城镇化发展水平，通过对评价结果分析，发现新密市新型城镇化面临产业结构不优、产城分离严重、公共服务水平低、政策体制不完善等问题。第四章是在前文分析的基础上，提出加快推进城乡公共服务均等化进程、通过科学规划提升产城融合发展水平、进一步优化产业结构促进产业转型升级、改革和完善新型城镇化体制机制等多个方面提升新密市新型城镇化水平的对策建议。

Under this background, this paper analyzes the present situation of urbanization in Xinmi City, constructs the evaluation index system of new urbanization level, and calculates the actual level of new urbanization development in Xinmi City. This paper probes into the law and characteristics of new urbanization development in Xinmi city, finds out the deficiency of new urbanization development in Xinmi city, and puts forward practical countermeasures and suggestions for promoting the construction of new type urbanization. The paper is divided into four chapters, the first chapter is the introduction part, introduced the research background, significance and related research situation at home and abroad. The second chapter is the current situation analysis part. On the basis of a brief introduction to the background of urbanization in Xinmi City, this paper focuses on urbanization of population, urbanization of economy and urbanization of society. The five dimensions of space urbanization and environmental urbanization are used to analyze the basic status quo of new urbanization development in Xinmi city. The third chapter is the analysis of the development of new urbanization in Xinmi city. The comprehensive evaluation model based on analytic hierarchy process (AHP) is used to analyze the development of new urbanization in Xinmi city. Type. The comprehensive evaluation index system of new urbanization level is constructed, and the population, economy and society are utilized. Spatial and environmental urbanization of 5 secondary indicators and 17 third-level indicators to calculate the level of new urbanization in Xinmi City from 2008 to 2012, through the analysis of the evaluation results. It is found that the new urbanization of Xinmi City is faced with the problems of poor industrial structure, serious separation of production and city, low level of public service, imperfect policy system and so on. Chapter 4th is based on the previous analysis. Put forward to accelerate the process of equalization of urban and rural public services, through scientific planning to improve the level of integration of production and development, and further optimize the industrial structure to promote industrial transformation and upgrading. The countermeasures and suggestions on how to improve the level of new urbanization in Xinmi City are put forward in many aspects, such as reforming and perfecting the new urbanization system and mechanism.
