城镇化与基本公共服务供给的协调度研究

【摘要】：城镇化是个涉及面广、内容复杂的系统工程,它包括人口城镇化、经济城镇化、空间城镇化等多方面内涵。基本公共服务供给是一种多元行为,主要由政府、市场和社会联合提供,在我国以政府提供为主。基本公共服务供给涵盖了教育、医疗和公共卫生、社会保障和就业、基础设施、环境保护、公共安全等多项内容。当前,我国正处于结构调整、经济转型时期,城镇化的发展不仅要注重速度,更应当侧重质量,因此,研究城镇化与基本公共服务供给的协调程度很有必要,这是对民生问题的切实关注,关系到人民的生活质量及幸福程度。论文立足于全国和各省(市)两个层面,在已有理论和现状分析的基础上,利用耦合协调度模型,研究城镇化与基本公共服务供给及其分项指标的耦合协调程度,并根据城镇化与基本公共服务供给的综合发展指数对全国31个省(市)进行分类,指出东、中、西各省(市)未来应努力改进的方向。论文共包括六章内容：第一章为导论,着重交代了本文的研究背景和研究意义,对国内外相关研究文献进行了综述,然后给出了本文的研究思路与结构,并对论文的创新与不足进行了归纳；第二章是相关理论基础和评价指标体系的构建,从城镇化和基本公共服务两方面进行阐述,总结相关理论并构建评价指标体系；第三章是对城镇化与基本公共服务供给的现状分析,根据指标体系对全国和各省(市)城镇化和基本公共服务供给的现状进行描述性分析；第四章是城镇化与基本公共服务供给的协调度研究,首先是对耦合协调度模型法的说明,之后对全国和各省(市)进行耦合协调度分析,得出全国城镇化与基本公共服务的综合发展水平不断提高,耦合协调程度较高,而各省(市)城镇化与基本公共服务供给综合发展水平和耦合协调程度良莠不齐,为此,文章进一步根据判定标准对各省进行了归类；第五章是城镇化与基本公共服务供给分项指标的耦合协调度研究,并根据判定标准对31个省(市)进行了分类,得出部分省市在教育供给、社会保障及就业供给、基础设施供给、公共安全供给方面出现了低度和中度协调；第六章是结论和建议,从全国,东、中、西各省(市)角度总结城镇化与基本公共服务供给协调程度,并就如何稳步推进新型城镇化,提升城镇化与基本公共服务供给之间的协调度,保证城镇化的质量,提出了一些具有针对性的政策建议。
[Abstract]:Urbanization is a wide range of complex system engineering, it includes population urbanization, economic urbanization, spatial urbanization and other aspects of the connotation. The basic public service supply is a pluralistic behavior, mainly by the government. The supply of basic public services covers education, health and public health, social security and employment, infrastructure and environmental protection. At present, our country is in the structural adjustment, the economic transition period, the urbanization development should not only pay attention to the speed, but also should pay more attention to the quality, therefore. It is necessary to study the coordination between urbanization and the supply of basic public services, which is a practical concern to the livelihood of the people. Related to the quality of life and happiness of the people. Based on the national and provincial (city) two levels, on the basis of the existing theory and current situation analysis, the paper uses the coupling coordination model. This paper studies the degree of coupling and coordination between urbanization and the supply of basic public services and its sub-indexes, and classifies 31 provinces (cities) according to the comprehensive development index of urbanization and the supply of basic public services, and points out the east. The paper includes six chapters: the first chapter is the introduction, which focuses on the research background and significance of this paper, and summarizes the relevant research literature at home and abroad. Then it gives the research ideas and structure of this paper, and summarizes the innovation and deficiency of the paper. The second chapter is the related theoretical basis and evaluation index system construction, from urbanization and basic public services to elaborate, summarize the relevant theory and build evaluation index system; The third chapter is to analyze the current situation of urbanization and the supply of basic public services, according to the index system of the country and the provinces (cities) urbanization and basic public service supply status of descriptive analysis; Chapter 4th is the study of the coordination degree between urbanization and the supply of basic public services, first of all, the description of the coupling coordination degree model method, and then the analysis of the coupling coordination degree of the whole country and the provinces (cities). It is concluded that the comprehensive development level of urbanization and basic public services is constantly improving and the degree of coupling and coordination is high. However, the comprehensive development level of urbanization and the supply of basic public services are mixed and the degree of coupling and coordination are mixed. Therefore, the article further classifies the provinces according to the criteria; Chapter 5th is the study of the coupling coordination degree between urbanization and the basic public service supply sub-index, and according to the criteria for the classification of 31 provinces (cities), get some provinces and cities in the supply of education. The social security and employment supply, the infrastructure supply, the public security supply have appeared the low degree and the moderate coordination; Chapter 6th is the conclusion and recommendations, from the national, eastern, central, western provinces (cities) to sum up urbanization and basic public service supply coordination, and how to steadily promote new urbanization. In order to improve the coordination between urbanization and the supply of basic public services and ensure the quality of urbanization, some targeted policy suggestions are put forward.
