城镇化背景下贵州开阳县城乡统筹规划研究

【摘要】：城乡统筹规划就是在一定时间和城乡空间范围内把城市与农村的发展作为整体统一规划,通盘考虑,主要对所在区域的人口、资源和环境存在的功能、结构等差异的整体发展进行部署。目的是缓解城乡矛盾,推动城镇协调发展,是一个国家或地区城镇化发展水平的重要体现。贵州作为我国西部地区发展比较落后的一个省份,已是我国全面同步进入小康社会最严峻的一个省份,在全国实现“中国梦”中扮演着重要的角色。2012年的国发2号文件,中央对贵州的发展指明了方向,贵州将以此为契机,努力协调本省城乡发展进程中所出现的矛盾,以便快速提高本省的城镇化率。开阳县紧靠省会主城,地处大贵阳“一小时经济圈”的重要位置,是贵州省的十大经济强县之一,在推动全省全面同步进入小康社会发展进程中,具有重要作用,是贵州省级城乡统筹综合配套改革试点,目前,处于快速发展、跨越发展、转型发展的关键时期。因此,在城镇化的背景下研究开阳县的城乡统筹规划,显得尤为重要,这对于带动开阳的产业结构转换和生产力合理布局调整,促进开阳的振兴发展,推动贵州在西部大开发中的持续健康发展,有效解决困扰贵州的生态移民安置问题,提高全省人民生活水平,努力实现全面小康具有非常重要的战略意义。本文以城镇化发展为背景,科学运用城乡统筹发展的理论来研究开阳县城乡统筹规划问题,在梳理完城镇化与城乡统筹规划相关概念和联系之后,详细分析开阳县城乡统筹规划的现状和存在的问题,并针对这些存在的问题提出措施建议。本文共分为5部分,基本结构如下：第1部分：绪论.介绍论文的选题背景及其意义、研究内容、目的、技术路线和研究现状。第2部分：城镇化与城乡统筹规划相关概念阐述.介绍城镇化与城乡统筹规划相关概念。第3部分：开阳县城乡统筹规划的现状及问题分析.介绍开阳县城乡统筹规划现状、存在的问题和制约发展的原因分析。第4部分：城镇化背景下的开阳县城乡统筹规划的措施及建议.对开阳县城乡统筹规划,提出总体设计思路和具体规划措施,此部分为论文的重点与落脚点,通过提出制度改革建议,有效保障城乡统筹规划的顺利进行。第5部分：结论.总结研究成果及不足之处。
[Abstract]:Urban and rural planning is in a certain time and urban and rural space in the development of urban and rural development as a whole unified planning, overall consideration, mainly on the population, resources and environmental functions of the region. The purpose is to alleviate the contradiction between urban and rural areas and to promote the coordinated development of cities and towns. Guizhou is an important embodiment of the level of urbanization in a country or region. It plays an important role in the realization of "Chinese Dream" in the whole country. Strive to coordinate the contradictions in the process of urban and rural development of the province, in order to quickly improve the urbanization rate of the province. Kaiyang County is close to the capital city, located in the "one hour economic circle" of the important position of Guiyang. Guizhou Province is one of the ten strong economic counties, in the promotion of the province's overall and synchronous into the well-off society development process, plays an important role, is Guizhou provincial urban-rural comprehensive comprehensive supporting reform pilot, at present, is in rapid development. Therefore, in the context of urbanization, the study of urban and rural planning in Kaiyang is particularly important. This will promote the transformation of industrial structure and the adjustment of rational distribution of productive forces in Kaiyang, promote the revitalization and development of Kaiyang, and promote the sustained and healthy development of Guizhou in the large-scale development of the western region. This paper takes the development of urbanization as the background. Scientific use of urban and rural development theory to study the overall planning of urban and rural areas in Kaiyang County, after combing the urbanization and urban-rural planning related concepts and links. This paper analyzes the present situation and existing problems of urban and rural planning in Kaiyang county in detail, and puts forward some measures and suggestions for these problems. This paper is divided into five parts. The basic structure is as follows: part 1: introduction. Introduce the background and significance, research content and purpose of the thesis. Part 4: measures and suggestions of urban and rural planning in Kaiyang county under the background of urbanization. Put forward the overall design ideas and specific planning measures, this part is the focus and foothold of the paper, through the proposed system reform proposals.
