宜宾市住房公积金管理模式研究

【摘要】:住房公积金制度是我国在住房制度改革过程中,为实现住房实物分配由国家包干向住房市场化转变,增强职工个人购买能力而建立起来的住房资金积累制度。它为我国住房制度改革成功起到重要作用,是目前我国住房保障制度中覆盖面最宽、受益面最大的制度,也是住房保障制度中最有成效的一项制度。十多年来,住房公积金制度迅猛发展。全社会对住房公积金关注度越来越高,特别是在当前我国城镇化进程的大背景下,职工解决住房需求对住房公积金的依赖作用越来越强,也对住房公积金管理和服务提出更高要求。如何回应职工诉求,做到住房公积金服务优良、住房公积金资金高效安全运行成为住房公积金管理重要内容。 本文以宜宾市住房公积金管理中心为研究对象,从宜宾住房公积金内部管理实践出发,针对宜宾市住房公积金管理中心现行的管理模式,深入分析宜宾市住房公积金管理中心在组织结构、管理运行方面的现状和存在的问题,对比分析国内住房公积金管理运行经验,商业银行运作管理经验,运用组织结构理论、流程再造理论,提出构建宜宾市住房公积金管理运作的解决方案,以期通过构建宜宾市住房公积金“管营分离、自主核算、直接管理”的管理新模式,达到宜宾市住房公积金管理高效安全、服务优质便捷的目的,以及进一步提升宜宾市住房公积金的管理水平。
[Abstract]:Housing provident fund system is in the process of housing system reform in China, in order to achieve the distribution of real housing from the state to the housing market. It plays an important role in the successful reform of the housing system in our country, and it is the widest coverage in the housing security system of our country at present. The most beneficial system is also the most effective one in the housing security system. In the past ten years, the housing provident fund system has developed rapidly. The whole society pays more and more attention to the housing provident fund. Especially in the current process of urbanization in China, workers to solve the housing needs of the housing provident fund more and more dependent role. How to respond to the demands of staff and workers and how to provide excellent housing provident fund service, the efficient and safe operation of housing provident fund funds has become an important content of housing provident fund management. In this paper, Yibin housing provident fund management center as the research object, from Yibin housing provident fund internal management practice, Yibin housing provident fund management center for the current management model. Deeply analyze the present situation and existing problems of the housing accumulation fund management center in Yibin city in the aspects of organization structure, management and operation, compare and analyze the operation experience of domestic housing accumulation fund management and the operation management experience of commercial bank. Based on the theory of organization structure and the theory of process reengineering, this paper puts forward a solution to construct the management and operation of Yibin housing accumulation fund, in order to separate the management and camp of Yibin housing provident fund and make independent accounting. The new management mode of "direct management" achieves the aim of efficient and safe management of housing accumulation fund in Yibin city, high quality and convenient service, and further promotes the management level of housing accumulation fund in Yibin city.
