新型城镇化进程中房地产业发展研究

【摘要】:自改革开放以来,中国的城镇化进程不断加快,尤其是在2000年到2010年的十年之间提升速度明显,但以往的城镇化是土地的城镇化快于人口的城镇化,农村转移人口虽然在城市长期工作生活,但是他们却被排除在同等享受城市公共服务体系之外,社会矛盾日益加剧;产业和城市发展不协调,鄂尔多斯鬼城、诸多城市出现房产泡沫,伪城镇化现象严重。 本文对房地产业和城镇化的相关文献进行了述评;通过了解十二五规划、2013年李克强总理的政府工作报告以及《国家新型城镇化规划(2014-2020)》中对城镇化的叙述,剖析了新型城镇化以人为本、强调质量、统筹规划发展的内涵特征;研究分析了自2000年以来快速城镇化进程房地产业发展的现状、出现的问题、以及对存在问题原因的分析;在明确新型城镇化内涵,以及分析以往快速城镇化进程中房地产业发展存在的问题并且对其原因经行剖析后,分析了新型城镇化进程中保障房市场、商品房市场、商业地产的需求分析。最后在此基础之上,对新型城镇化进程中房地产业发展提出建议:(1)新型城镇化房地产业发展必须将政府引导与市场主导有机结合;(2)新型城镇化不能搞大拆大建,必须根据进城人口实际需求发展房地产业;(3)新型城镇化不能搞圈地运动,必须合理规划,集约利用土地,稳步推进各类房地产的发展;(4)新型城镇化房地产业发展必须满足建设绿色低碳城市的要求;(5)新型城镇化房地产业发展应当与当地文化有机结合。
[Abstract]:Since the reform and opening up, China's urbanization process has been accelerating, especially during the decade from 2000 to 2010. But in the past, the urbanization of land was faster than the urbanization of the population. Although the rural migrant population worked and lived in the city for a long time, they were excluded from enjoying the urban public service system equally. Social contradictions are becoming more and more serious; Industrial and urban development is not coordinated, Ordos ghost city, many cities appear real estate bubble, pseudo-urbanization phenomenon is serious. This paper reviews the related documents of real estate industry and urbanization. Through understanding the 12th Five-Year Plan, the government work report of Premier Li Keqiang in 2013 and the description of urbanization in the National New urbanization Plan 2014-2020. This paper analyzes the connotation characteristics of the new urbanization with people-oriented emphasis on quality and overall planning and development. This paper studies and analyzes the current situation, problems and causes of the rapid urbanization process since 2000 in the real estate industry. After clarifying the connotation of new urbanization and analyzing the problems existing in the development of real estate industry in the process of rapid urbanization in the past and analyzing the reasons, this paper analyzes the indemnificatory apartment market in the process of new urbanization. Commercial housing market, commercial real estate demand analysis. Finally on this basis. This paper puts forward some suggestions on the development of real estate industry in the process of new urbanization: (1) the development of new type urbanization real estate industry must combine government guidance with market leading; (2) New type urbanization cannot be carried out in a big way, but must develop real estate industry according to the actual needs of the population in cities; (3) New urbanization should not engage in land enclosure movement, but must plan rationally, make intensive use of land, and steadily promote the development of all kinds of real estate. 4) the development of new urbanization real estate industry must meet the requirements of building green and low-carbon cities; The development of new urbanization real estate industry should be combined organically with local culture.
