烟台市食品监管主体整合的研究

【摘要】：随着中国社会经济发展和改革的不断深化,我国食品餐饮行业迅速发展,食品安全问题也愈发得到广大人民群众的重视和关注。烟台被公认为中国鲁菜的发祥地,近几年食品行业的发展更是茁壮迅猛,而烟台食品安全监管主体的配套与食品行业发展的匹配度不高,将会严重制约影响着烟台食品行业的发展,随之带来的食品安全问题正变得日益突出。监管不严、各部门推诿扯皮的问题在烟台市的食品监管环节中已经显现,给食品安全带来了较大的负面影响,而合理的整合食品安全监管主体资源,是解决城市食品安全,提高食品产业质量、体现社会公平的重要手段,是城市发展的重要组成部分,也是对城市发展强有力的推进。在我国,食品安全监管改革正如火如荼,但相关政策法规还很不完善,存在着诸多问题。以烟台市为例,目前烟台市食品监管主体整合过程中存在着诸如大量人员变迁,更换新职位人员如何尽快熟悉自身职责,了解制度规定,最快的投入食品监管活动中、食药局又如何在牢笼中行使自己的权力,防止权力寻租以及合理的安排骤然扩大的工作量,在一定的物力和人力条件下保障烟台食品的长治久安等问题,这些问题的解决需要政府及时的出台相关的实施办法和规章条例,解决好食品监管资源整合过程中面临的人员、权力集中、工作量激增的问题。还需要发挥民众的监督作用,宣传食品投诉举报的合法性,引导公民科学合理的对身边食品安全事件进行监督举报,增强食品安全监管的实际力量。与此同时,设定科学完善的预警机制,在源头遏制食品安全问题的发生也至关重要,食品安全监管部门要在整合的磨合期尽早制定适合本地区发展的预警机制,保证辖区内食品安全事件发生的低概率。食品安全问题与人民群众生产生活密切相关,食品监管主体的整合是关系着国计民生的重要举措,是缓解食品安全问题的重要手段,是构建社会和谐的重要方面,烟台市要借此次食品安全监管主体改革的锲机。完善城市自身的食品安全监管能力,提高城市食品安全监管水平,从而实现整个城市、整个社会食品产业的可持续发展。
[Abstract]:With the development of China's social economy and the deepening of reform, the food and beverage industry in China is developing rapidly. Yantai is recognized as the birthplace of Chinese Shandong cuisine, and the development of food industry is stronger and faster in recent years. However, the matching degree between the main body of food safety supervision and the development of food industry is not high, which will seriously restrict the development of Yantai food industry. With the food safety problems are becoming increasingly prominent. Supervision is not strict, the various departments of the problem of prevarication in Yantai food regulatory links have emerged, to food safety has a greater negative impact. The rational integration of food safety supervision resources is an important means to solve urban food safety, improve the quality of food industry, reflect social equity, and is an important part of urban development. In China, the reform of food safety supervision is in full swing, but the relevant policies and regulations are not perfect, there are many problems. Take Yantai as an example. At present, there are a lot of personnel changes in the process of the integration of the main body of food supervision in Yantai, how to change the new position personnel how to familiarize themselves with their duties as soon as possible, understand the regulations and regulations, and put the fastest into the food supervision activities. How can the Food and Drug Administration exercise its power in the cage, prevent the power of rent-seeking and reasonable arrangement of the sudden expansion of the workload, and ensure the long-term stability of Yantai food under certain material and manpower conditions? The solution of these problems requires the government to timely issue relevant implementation methods and regulations, to solve the food regulatory resources integration process faced by the personnel, centralized power. Also need to play a monitoring role of the public, promote the legality of food complaints, guide citizens to scientifically and rationally report food safety incidents around them. At the same time, it is very important to set up a scientific and perfect early warning mechanism to curb the occurrence of food safety problems at the source. The food safety supervision department should formulate the early warning mechanism suitable for the development of the region as soon as possible during the integrated running-in period. Food safety issues are closely related to the production and life of the people. The integration of food regulatory bodies is an important measure related to the national economy and people's livelihood. It is an important means to alleviate food safety problems and an important aspect of building a harmonious society. Yantai City should take advantage of the reform of food safety supervision main body to improve the city's own food safety supervision ability. Improve the level of urban food safety supervision, so as to achieve the whole city, the whole social food industry sustainable development.
