税收数据集中处理VMware云中心研究

【摘要】:为了实现“四个统一”的战略目标,金税三期工程在统一的技术基础平台的支撑下,部署了以省局级中心为主、总局级中心为辅的两级数据处理中心机制,全面实现税收征管数据在总局、省局两级中心的集中存储、集中处理和集中管理。这促进业务流程更加简化,机构趋于扁平,管理和监控更加严密,纳税服务更加简便,系统维护更加便捷,数据分析更为深入,全面挖掘数据价值,进一步提高税收管控水平。 2011年以来,工业和信息化部先后制定了《国家电子政务“十二五”规划》和《基于云计算的电子政务公共平台顶层设计指南》,鼓励探索电子政务云计算平台的设计与架构,充分利用现有的软硬件设施,建设更新电子政务公共平台,降低运维成本,全面提升电子政务服务水平。金税三期工程作为国家电子政务规划中的龙头项目,如何利用云计算技术完成数据集中处理中心的有效架构,为税收征管工作提供强有力的数据处理和加工支撑。这是金税三期工程建设中需要面对的重要命题。 在明确研究目标后,本文积极搜集并借鉴国内外研究成果与应用经验,明确了信息管税、金税三期工程、数据中心等概念,阐述了云计算的理论框架,介绍了目前主流云计算解决方案,进而结合国内外商业方案的成功案例和实际调研成果对上述方案作比较分析,认为VMware云计算解决方案具备基础层虚拟化、资源池化、自动化扩展的显著优点,最为适用于金税三期工程税收数据集中处理云中心。根据全国征管数据应用大集中的基本功能要求,本文按照虚拟基础架构服务层、云平台管理层、软件定义中心服务层及应用程序层完成了税收数据集中处理VMware云中心的设计,这是一种软件定义、自动化管理的数据处理中心,在效率、敏捷性、可扩展性上均有大幅度提高。最后,结合云计算的高可扩展性和广阔的发展前景,总结了本文的工作成果并对未来改进空间进行展望,提出了今后工作的主要方向。 本文的主要工作是设计了基于VMware云计算的税收数据集中处理中心,给金税三期工程中的数据中心建设工作提供了一种新颖的参考模式。VMware云中心充分发挥了云计算可靠性、通用性、可扩展性等优势,有效而经济地完成税收征管数据在数据集中处理中心的存储、处理和管理工作,充分利用各级税务机关现有的信息化资源,降低重复浪费,节约建设维护成本,减少了“信息孤岛”现象,积极践行深化政府职能改革,全面提升税务部门的办公效率和税收征管信息化水平。
[Abstract]:In order to achieve the strategic goal of "four unifications", supported by a unified technical foundation platform, the third phase of the Golden tax Project has deployed a two-level data processing center mechanism with provincial and bureau level center as the main center and the general administration center as the supplement. The comprehensive implementation of centralized storage, centralized processing and centralized management of tax collection and management data at the two levels of the General Administration and the Provincial Bureau. This has promoted the simplification of business processes, the flattening of organizations, the tighter management and monitoring, and the simpler tax service. System maintenance is more convenient, data analysis is more in-depth, fully mining data value, further improve the level of tax control. Since 2011, the Ministry of Industry and Information has drawn up the 12th Five-Year Plan of the National E-Government and the Top Design Guide of the Public platform of E-Government based on Cloud Computing, encouraging the exploration of the design and architecture of the cloud computing platform of e-government. Make full use of the existing hardware and software facilities, build and update the public platform of e-government, reduce the cost of operation and maintenance, improve the service level of e-government in an all-round way. How to make use of cloud computing technology to complete the effective structure of data centralized processing center and provide powerful data processing and processing support for tax collection and management is an important proposition to be faced in the construction of the third phase of gold tax project. After defining the research objective, this paper actively collects and draws lessons from the domestic and foreign research results and application experience, defines the concepts of information management tax, gold tax third phase project, data center, etc., and expounds the theoretical framework of cloud computing. This paper introduces the current mainstream cloud computing solutions, and then compares and analyzes the above solutions by combining the successful cases and actual research results of domestic and foreign commercial solutions. The conclusion is that VMware cloud computing solutions have basic layer virtualization, resource pooling, and so on. The significant advantages of automation expansion are most suitable for the cloud center of tax data centralized processing in the third phase of gold tax project. According to the basic functional requirements of the large centralized application of national collection and management data, this paper according to the virtual infrastructure service layer, cloud platform management, The software definition center service layer and the application layer complete the design of the VMware cloud center for tax data centralized processing, which is a software definition, automated management data processing center in efficiency, agility, Finally, combined with the high scalability and broad development prospects of cloud computing, this paper summarizes the work of this paper and prospects for future improvement space, and puts forward the main direction of future work. The main work of this paper is to design a tax data centralized processing center based on VMware cloud computing, which provides a novel reference mode. VMware cloud center to give full play to cloud computing reliability. It has the advantages of generality and expansibility, effectively and economically completes the storage, processing and management of tax collection and management data in the data centralized processing center, makes full use of the existing information resources of tax authorities at all levels, and reduces repeated waste. It saves the cost of construction and maintenance, reduces the phenomenon of "information island", actively practices and deepens the reform of government functions, and comprehensively improves the efficiency of the tax department and the level of information of tax collection and management.
