我国住房公积金支持保障性住房建设研究

【摘要】：近年来,由于我国商品房价格的飙升,中低收入家庭的住房问题逐步显现,“住房”成为国内民生所关注的热点。为了解决国内中低收入家庭的住房困难,我国政府持续加大对保障性住房的投资力度。各类保障性住房经多年的建设,在部分地区一定程度上解决了当地居民的住房困难、改善了他们的住房环境,但从全国范围来看,我国的保障性住房建设仍然发展较为缓慢,存在着供不应求的局面,而制约我国保障性住房发展的关键环节在于建设资金的缺乏,与之形成强烈对比的是我国住房公积金出现大量闲置资金,资金的使用率低下,导致住房公积金资金的保值增值得不到保障。因此,本文对我国住房公积金支持保障性住房建设这一政策的实施进行了相应的研究。本文通过文献回顾的方法综合了国内多位专家、学者研究成果,从我国住房公积金制度和保障性住房建设两个角度入手,分别进行阐述,然后将二者结合用以分析住房公积金支持保障性住房建设的必要性与可行性。不仅将此政策的发展历程进行回顾,而且对于国内各试点城市的建设情况利用实际数据分析方法进行对比分析,之后总结出各试点城市在执行此项政策上普遍存在与遇到的问题,并利用AHP层次分析法对影响政策实施的主要因素进行排列,明确了其关键影响因素。在对国外相关住房建设经验的阐述上运用了总结归纳法,从立法、专业管理机构设置等多角度对我国住房公积金支持保障性住房建设提供借鉴。最后提出了符合我国国情相应的对策建议。本文对我国住房公积金支持保障性住房建设的第二批部分试点城市建设情况进行了相应阐述,这是目前国内相关文章所未曾提及的,笔者希望此部分对以后他人研究具有借鉴意义,同时文章内运用了AHP层次分析法对政策的主要影响因素的权重进行排序,明确其关键影响因素,所提出的对策建议应更具针对性。
[Abstract]:In recent years, due to the soaring price of commercial housing in China, the housing problem of low- and middle-income families has gradually become apparent. "Housing" has become a focus of concern for the people's livelihood in China. In order to solve the housing difficulties of low-income families in China, The Chinese government has continuously increased its investment in affordable housing. After years of construction, various types of affordable housing have to some extent solved the housing difficulties of local residents and improved their housing environment. But from a nationwide perspective, The construction of affordable housing in our country is still developing slowly, and there is a situation that the supply exceeds the supply. The key link of restricting the development of the affordable housing in our country lies in the lack of construction funds. In contrast, China's housing provident fund has a large number of idle funds, and the utilization rate of the funds is low, resulting in the preservation and increase of the value of housing provident fund funds are not guaranteed. This paper has carried on the corresponding research to our country housing accumulation fund to support the safeguard housing construction this policy implementation. This paper synthesizes the research results of many domestic experts and scholars through the method of literature review, starting with the housing accumulation fund system and the construction of affordable housing in China, respectively. Then combine the two to analyze the necessity and feasibility of housing accumulation fund to support the construction of affordable housing, not only to review the development of this policy, Moreover, the construction situation of each pilot city in China is compared and analyzed by using the method of actual data analysis, and then the problems that exist and encounter in the implementation of this policy in each pilot city are summarized. The main factors affecting the implementation of the policy are arranged by AHP Analytic hierarchy process (AHP), and the key influencing factors are clarified. In the elaboration of the relevant housing construction experience of foreign countries, the inductive method is used to legislate. The establishment of professional management organization provides a reference for the housing accumulation fund to support the construction of affordable housing in our country. Finally, the corresponding countermeasures and suggestions in accordance with the national conditions of our country are put forward. This article has carried on the corresponding elaboration to our country housing accumulation fund to support the indemnificatory housing construction the second batch of pilot cities construction situation, this is the present domestic related article has not mentioned, The author hopes that this part can be used for reference by others in the future. At the same time, the paper uses AHP analytic hierarchy process (AHP) to rank the weight of the main influencing factors of the policy and make clear the key influencing factors. The countermeasures and suggestions should be more targeted.
