枣庄市资源枯竭型城市接替主导产业的选择研究

【摘要】：打破资源枯竭型城市的发展困境,必须大力发展接替产业,利用接替主导产业的带动效应实现城市经济的可持续发展。2009年3月,枣庄市被国务院确定为第二批资源枯竭城市转型试点城市之一,标志着枣庄市的发展上升为国家战略。研究枣庄市接替主导产业不但能解决当地“煤竭城衰”的困境,还能为其他资源枯竭型城市提供转型经验。本文以枣庄市为例,利用2005-2009年统计资料,在分析枣庄市现有产业结构基础上,指出评选接替主导产业的三个约束条件,并从规模、市场需求、产品关联、比较优势、经济效益五个方面构建接替主导产业评选指标体系。最后采用最小综合得分法,对枣庄市接替主导产业进行了初步研究。研究结果表明,枣庄市接替主导产业为非金属矿物制品、煤炭开采和洗选业、文教体育用品制造业。
[Abstract]:To break the plight of resource-exhausted cities, it is necessary to develop the replacement industry vigorously, and to realize the sustainable development of urban economy by taking over the leading industry. In March 2009, Zaozhuang City has been designated by the State Council as one of the second pilot cities for the transformation of resource-exhausted cities, which marks the development of Zaozhuang City as a national strategy. It can also provide transition experience for other resource-exhausted cities. Taking Zaozhuang City as an example, based on the analysis of the existing industrial structure of Zaozhuang City from 2005 to 2009, this paper points out the three restrictive conditions for selecting and replacing the leading industries, and points out the comparative advantages from scale, market demand, product association and comparative advantage. This paper constructs the evaluation index system of succession leading industry in five aspects of economic benefit. Finally, the paper makes a preliminary study on the replacement leading industry in Zaozhuang by using the method of minimum comprehensive score. The results show that, Zaozhuang City to replace the leading industry for non-metallic mineral products, coal mining and washing industry, cultural and educational sports goods manufacturing industry.
