城镇化背景下保障房建设中的资金保障问题及对策研究

【摘要】:近年来,随着我国经济快速发展,群众的住房问题已经成为经济社会发展中的一大民生工程。中央明确提出加快推进城市化进程的号召之后,广大群众对保障房的刚性需求日益增加,对生活质量提高日益迫切。但在保障房建设的过程中,庞大的资金缺口是不可回避的现实问题。因此,有效的融资模式、合理的资本结构是推进保障房建设的首要前提,也是保障房建设的成败关键。本文从我国当前保障房建设的实际情况着手。首先,对我国保障房建设的社会背景和现实意义等方面做了阐述,进一步理清研究思路及框架。其次,对保障房融资体系的有关概念做了介绍,并选取了英国、日本、新加坡和荷兰这四个比较有代表性的金融体系较为完善,融资体系较为健全的国家,分别进行研究,仔细鉴别他们直接的共同点和不同之处,以为我国融资模式建立和完善作为重要参考依据。再次,对我国保障房建设的发展历程和存在问题及根源进行分析,并提出我国保障房建设融资方面的意见建议,包括在融资模式上、融资渠道上、政策体系上等方面进行探索和研究。然后,通过温州本地XX小区的案例分析,对某一模式进行了深入、全面的总结和分析,为我国的保障房建设融资提供现实参考作用。最后,结合上述的分析,得出在保障房融资模式上,要转变融资的结构,由政府主要财政投入向政府与企业、社会互相合作发展;并丰富项目融资模式,扩大项目融资领域;深挖资本市场的潜力,包括基金、保险、债券,使资本市场充分参与保障房建设;要细化政府、企业、社会等之间,在保障房建设中的职责,分工合作,保障投资方的利益。同时,明确下阶段需要研究和探索的领域。
[Abstract]:In recent years, with the rapid development of China's economy, the housing problem has become a major livelihood projects in the economic and social development. The central government clearly put forward to accelerate the process of the city after the call, the rigid demand of the masses of low-income housing is increasing, to improve the quality of life is more and more urgent. But in the process of the construction of low-income housing and the huge funding gap is unavoidable. Therefore, effective financing mode, rational capital structure is to promote the protection of housing construction premise, is also the key to ensure the success of the housing construction. In this paper, the current situation in our country from the start of the construction of low-income housing. First of all, on China's low-income housing construction society the background and practical significance are expounded, further clarify the research ideas and framework. Secondly, the concept of low-income housing financing system is introduced, and the selection of Britain, Japan, Singapore Holland and the four representative of the financial system is relatively perfect, national financing system more perfect, to study respectively, carefully identify their common points and differences directly, for our country to establish and perfect the financing mode as an important reference. Thirdly, the course of development of China's low-income housing construction and the existing problems and the causes are analyzed, and put forward our low-income housing construction financing opinions and suggestions, including the financing mode, financing channels, policy system aspects of exploration and research. Then, through the Wenzhou local XX cell case analysis of a model in-depth, comprehensive summary and analysis, provide the reality the reference for our country's low-income housing construction financing. Finally, combined with the above analysis, the low-income housing financing mode, to change the financing structure, mainly by the government financial input to the government With the enterprise, mutual cooperation and social development; and enrich the project financing model, expand the project financing; dig the potential of capital market, including the fund, insurance, bonds, so that the capital market fully participate in the construction of low-income housing; to refine the government, enterprises, social security, in housing construction responsibilities, division of labor, security investment the interests of the party. At the same time, clear the next stage to study and research fields.
