东江水务有限公司区域供水一体化发展战略研究

【摘要】:东江水务有限公司作为东莞最大的市属国有水务企业,以统筹城市供水系统,调整供水结构为发展使命。本文根据战略管理相关理论,借助PEST分析、价值链、SWOT等分析模型,从政府支持、产业结构、社会需求、市场发展及价格变化、技术环境等方面,对东江水务外部环境进行分析;从现有竞争者、替代品竞争、供应商、购买者讨价还价能力等方面,对东江水务竞争环境进行分析;从业务发展基础、竞争力等方面,对东江水务内部环境进行分析。通过以上战略环境分析,认清公司面临的主要问题,辨明东江水务外部环境带来的机会和威胁,以及内部环境造成的优势劣势。 在上述分析的基础上,提炼出东江水务公司2020年以前的战略发展目标,实现区域供水一体化,推动企业上市,拓展企业经营范围和盈利模式,,并建成统一高效的供水管理和服务体系、创新务实的科技信息化与人才队伍体系、便捷顺畅的多层次融资体系,争取成为珠三角现代大型水务集团。最后,结合公司的现实情况,提出具体的战略实施措施,即促进水务信息化,建立现代企业制度和科学考评机制,完善人才发展战略,建立多层次人才队伍,推进多元化投融资体制,拓宽水务融资渠道,推动企业文化建设树立企业核心价值观。
[Abstract]:As the largest state-owned water enterprise in Dongguan, Dongjiang Water Co., Ltd. has the development mission of coordinating the urban water supply system and adjusting the water supply structure. According to the relevant theory of strategic management, this paper makes use of the PEST analysis, the value chain and other analysis models. From the government support, industrial structure, social demand, market development and price change, technology environment, etc., the external environment of Dongjiang water affairs is analyzed; from the existing competitors, substitute competition, suppliers, This paper analyzes the competitive environment of Dongjiang water affairs in terms of buyer's bargaining power, and analyzes the internal environment of Dongjiang water affairs from the aspects of business development basis, competitiveness, etc. Through the above strategic environment analysis, Recognize the main problems faced by the company, identify the opportunities and threats brought about by the external environment of Dongjiang water, as well as the advantages and disadvantages caused by the internal environment. On the basis of the above analysis, the strategic development goals of Dongjiang Water supply Company before 2020 were refined to realize the integration of regional water supply, to promote the listing of enterprises, and to expand the scope of business and profit model of the enterprises. And build a unified and efficient water supply management and service system, innovative and pragmatic science and technology information and talent team system, convenient and smooth multi-level financing system, strive to become the Pearl River Delta modern large-scale water group. Finally, According to the actual situation of the company, this paper puts forward some specific measures to implement the strategy, that is, to promote the informationization of water affairs, to establish the modern enterprise system and scientific evaluation mechanism, to perfect the development strategy of talents, to establish a multi-level talent team, and to promote the diversified investment and financing system. Widening water financing channels and promoting corporate cultural construction to establish corporate core values.
