低碳物流驱动因素的研究

【摘要】:随着全球变暖形势的日益严峻,以低能耗、低污染、低排放为基础的低碳经济应运而生。当前,低碳经济已成为减少碳排放、控制温室效应、促进经济与环境可持续发展的重要措施。物流作为高端服务业,也必须走低碳化道路,着力发展低碳物流服务。低碳物流是节能减排的重要环节,也是物流企业重要的发展方向。为了保证低碳物流的实施,首先要对低碳物流的驱动因素进行深入探讨,明确驱动企业发展低碳物流的重要因素及程度,为其发展低碳物流提供有力指导。 本文以实地调研为基础,结合文献资料和专家指导,识别出16个驱动因素、4个主因子。分别为:(1)政策法规驱动力:政府采取相应的鼓励性措施,政府采取相应的强制性措施,国际环保法令条例的颁布,监督管理和举报力度的加强,碳关税的征收;(2)低碳技术驱动力:低碳物流技术的开发和应用,洁净能源的开发和利用,低碳物流设备的使用,低碳物流相关人才的培养,低碳运输工具的选择;(3)低碳意识驱动力:领导者的环保意识,员工的环保意识,低碳物流的宣传力度,顾客的低碳消费意识;(4)企业能力驱动力:低碳物流成本的降低,企业的发展阶段。其中,政策法规驱动力驱动性最强,之后依次是低碳技术驱动力,低碳意识驱动力,企业能力驱动力。又由第三章可知,政策法规驱动力是企业发展低碳物流保障,因此,政府和企业如何行为最有利于发展低碳物流成为研究的重点。于是,对政府和企业进行博弈分析,得出结论:在政府适当增加罚金、减少监管成本等合理有效监管下,企业发展低碳物流,其经济效益最大。最后,根据文章对低碳物流驱动因素的研究,本文提出了发展低碳物流的策略:(1)强化政府的强制性措施;(2)充分发挥政府鼓励性措施的作用;(3)开发并采用低碳技术;(4)引进和培养低碳物流人才;(5)合理使用低碳物流设备;(6)优化物流环节,实现低碳化生产;(7)转变个人观念,将低碳意识转化成行动。 总之,本文的研究成果对于低碳物流的相关理论体系进行了补允和完善,为低碳物流的发展提供了具体思路和实际方法,同时通过建立因子分析法的数理统计模型和博弈论模型,为低碳物流的研究提供了更加充分的科学依据和决策支持。
[Abstract]:With the increasingly serious situation of global warming, with low energy consumption, low pollution, low emission based on low carbon economy came into being. At present, the low carbon economy has become to reduce carbon emissions, control the greenhouse effect, an important measure to promote the sustainable development of economy and environment. Logistics as a high-end service industry, also must be low-carbon development. Low carbon logistics service. Low carbon logistics is an important part of energy saving and emission reduction is an important direction of development of logistics enterprises. In order to ensure the implementation of low-carbon logistics, first driving factors of low-carbon logistics are discussed, clear driving important factors for enterprises to develop low-carbon logistics and degree, provide useful guidance for the development of low carbon logistics.
Based on the field investigation, combined with literature data and expert guidance, identify the 16 driving factors, 4 main factors are: (1). The driving force of government policies and regulations: take appropriate measures to encourage the government to take coercive measures, the international environmental laws were promulgated, and strengthen supervision and management reporting efforts, carbon tariffs; (2) low carbon technology driving force: the development and application of low-carbon logistics technology, development and utilization of clean energy, the use of low carbon logistics equipment, logistics personnel training of low carbon, low carbon transport; (3) low carbon awareness drive force: the leader of the environmental awareness of staff awareness of environmental protection, low-carbon logistics publicity, customer awareness of low carbon consumption; (4) the ability of enterprise: to reduce the driving force of low carbon logistics cost, the stage of development of the enterprise. The driving force of the driving policies and regulations Strong, followed by the low carbon technology driving force, low carbon consciousness driving force, driving force and enterprise competence. Chapter third shows that the policy is the driving force of the development of low carbon logistics enterprises, therefore, how the behavior of the government and enterprises the most conducive to the development of low carbon logistics has become the focus of research. Then, game analysis and the conclusion of the government and enterprises in the government increase fines, reduce regulatory costs reasonable and effective supervision, the development of low carbon logistics enterprises, the maximum economic benefit. Finally, according to the research on low carbon logistics driving factors, this paper put forward the development of low carbon logistics strategy: (1) strengthening government coercive measures; (2) give full play to the government incentives effect; (3) the development and use of low-carbon technologies; (4) the introduction and cultivation of low carbon logistics personnel; (5) the rational use of low carbon logistics equipment; (6) the optimization of the logistics chain, to achieve low Carbonization production; (7) change the idea of individual and convert low carbon consciousness into action.
In conclusion, the results of this study for the related theory system of low carbon logistics to supplement and perfect, provides concrete ideas and practical methods for the development of low carbon logistics, at the same time through mathematical statistics establish the factor analysis model and game theory model, to provide more adequate scientific basis and decision support for the Research of low carbon logistics.
