云南城市职能分工研究

【摘要】：全球一体化大背景下，城市职能分工建设已成为全新的区域经济参与全球竞争和国际分工的基本地域单元构成要素。本文首先通过对云南省经济社会发展和城镇群职能分工进行概述，引出分析城市职能分工测度的重要性，其次对现阶段云南十六个州市的职能分工水平进行度量，依据各自微差别发展的背景条件，结合区域实际，运用人工职能神经网络中聚类效果比较明显的SOM法，从定性和定量的角度论证云南省区域内各州市职能分工开展的主要方向和分类，得出昆明，是云南参与国际分工协作、国际联系的重要枢纽，在经济、文化等方面具有区域性重要功能的城市、曲靖市是滇中城市集聚区中心城市之一，应重点发展煤电及新能源产业、重化工产业、有色金属及新材料产业、机械制造和商贸物流等产业；作为省内交通枢纽和重要物流中心、玉溪重点发展烟草制造产业、装备制造业、旅游、化工、医药等产业等主要城市的职能分工。列举云南城市职能分工包容性发展、协同创新构建云南特色的新型城市职能分工、增强沿边地区城市（镇）化发展的“通道经济”支撑等可实现路径。对策建议中在抓住桥头堡建设机遇方面提出建立云南口岸群协同发展的机制；进一步发挥口岸群优势加快跨境经济合作区对外开放先行先试；完善支持城市产业的多元化与集群化兼容体系；提升合作层级，完善区域经济合作的新模式等新主张和见解；另外在创新云南城市交通建设运行模式，完善城市职能分工土地制度的变革与设计，建立健全城市职能分工保障力度等方面也针对云南城镇职能分工的区域实际进行了对策探讨。
[Abstract]:In the context of global integration, The construction of urban functional division has become the basic element of regional economic participation in global competition and international division of labor. Firstly, this paper summarizes the economic and social development of Yunnan Province and the division of functions of urban groups. This paper analyzes the importance of the measurement of urban functional division of labor, and then measures the level of functional division of labor in sixteen cities of Yunnan at present. According to the background conditions of their different development, combined with the regional reality, By using SOM method, which has obvious clustering effect in artificial functional neural network, this paper demonstrates the main direction and classification of functional division of labor in Yunnan province from the point of view of qualitative and quantitative analysis, and draws a conclusion that Kunming is Yunnan's participation in international division of labor and cooperation. Qujing is one of the central cities in the urban agglomeration area in central Yunnan. It should focus on the development of coal, electricity and new energy industries and heavy chemical industry. Non-ferrous metals and new materials industry, machinery manufacturing, trade logistics and other industries; as a transportation hub and an important logistics center in the province, Yuxi focuses on developing tobacco manufacturing industry, equipment manufacturing industry, tourism, chemical industry, etc. Enumerate the inclusive development of the functional division of labor in Yunnan cities and construct a new type of urban functional division of labor with Yunnan characteristics in collaboration with innovation, such as the functional division of labor in major cities such as medicine and other industries. Strengthening the "channel economy" support of the urban (town) development in the border area. In the countermeasures and suggestions, the mechanism of establishing the coordinated development of Yunnan port group is put forward in the aspect of seizing the construction opportunity of bridgehead. Further give full play to the advantages of port groups and accelerate the opening up of cross-border economic cooperation zone first; improve the compatible system of supporting the diversification and cluster of urban industries; enhance the level of cooperation, improve the new model of regional economic cooperation and other new ideas and opinions; In addition, in innovating the operation mode of Yunnan urban traffic construction and perfecting the reform and design of urban functional division of labor land system, This paper also discusses the countermeasures of establishing and perfecting the guarantee of urban functional division in Yunnan Province in view of the regional reality of the division of urban functions.
