中西部城市基础设施对经济增长的影响研究

【摘要】:改革开放以来,中国中西部经济得到了快速发展,但与占据地理优势的东部发达地区相比还存在差距,且差距有进一步扩大的趋势。为了促进中西部经济发展,缩小与东部发达地区的经济差距,,中西部地区在中央政策的扶持下采取城市群战略以期通过培育经济增长极带动周边及腹地地区的经济增长,并为此投入了大量资本,其中基础设施建设是最主要的投资形式。那么,当前被中西部地区广泛采用的城市群政策实际效果究竟如何?中西部城市群的基础设施究竟是促进还是抑制了周边及腹地地区经济发展?在实行城市群政策的同时是否还应采取其他辅助政策? 本文基于增长极的扩散回流理论,运用空间计量经济学方法,对中国中西部所有1584个县市(西藏除外)基础设施与城市本身经济增长的关系及其对周边和腹地地区经济增长的影响进行了分析。本文首先对基础设施、城市群及中心城市的概念进行了界定,阐述了增长极的扩散回流理论,并在此基础上分析了城市群基础设施和经济增长之间的影响机制。接着,本文利用生产函数构建中西部城市基础设施对经济增长影响模型,运用2003年到2011年的面板数据进行固定效应模型分析。结果显示,基础设施对城市自身的经济增长有显著的促进作用,中心城市基础设施对周边城市的溢出效果受距离影响;周边城市基础设施一定程度上促进了中心城市经济增长;城市群县级单位基础设施显著抑制了其他城市群县级单位的经济增长,溢出效应的差异主要受不同类别城市之间产业互补情况以及对资源的竞争情况影响。最后,本文在前文的理论分析和实证结果的基础上,对中西部城市群政策的实施提出了有针对性的建议。
[Abstract]:Since the reform and opening up, China's central and western economies have developed rapidly, but there is still a gap and a trend of further expansion compared with the developed areas in the eastern region, which occupies a geographical advantage. In order to promote the economic development of the central and western regions, To narrow the economic gap with the eastern developed regions, the central and western regions adopted the strategy of urban agglomeration under the support of the central policy to promote the economic growth of the surrounding and hinterland regions through the cultivation of economic growth poles, and invested a large amount of capital for this purpose. Infrastructure construction is the most important form of investment. So, what is the actual effect of the urban agglomeration policy widely used in the central and western regions? Does the infrastructure of the central and western urban agglomeration promote or inhibit the economic development of the surrounding and hinterland areas? Should urban agglomeration policies be accompanied by other complementary policies? Based on the diffusion and reflux theory of the growth pole, the spatial econometrics method is used in this paper. This paper analyzes the relationship between the infrastructure of all 1 584 counties and cities in central and western China (except Tibet) and the economic growth of the city itself and its impact on the economic growth in the surrounding and hinterland areas. The concept of urban agglomeration and central city is defined, the diffusion reflux theory of growth pole is expounded, and the influence mechanism between infrastructure and economic growth of urban agglomeration is analyzed. In this paper, the production function is used to construct the model of the effect of urban infrastructure on economic growth, and the panel data from 2003 to 2011 are used to analyze the fixed effect model. Infrastructure plays a significant role in promoting the economic growth of the city itself, and the spillover effect of the infrastructure of the central city to the surrounding city is affected by distance, and the infrastructure of the surrounding city promotes the economic growth of the central city to a certain extent. The infrastructure of county-level units in urban agglomeration has significantly inhibited the economic growth of other county-level units in urban agglomeration, and the differences in spillover effects are mainly affected by the industrial complementarities among different types of cities and the competition for resources. Based on the theoretical analysis and empirical results, this paper puts forward some suggestions for the implementation of the policy of urban agglomeration in the central and western regions.
