唐山市小型国有企业改制后新型劳动关系研究

【摘要】:唐山市是老工业基地,长久以来一直受到历史文化沉淀以及计划经济模式的严重影响,唐山市小型国有企业的比例一直以来居高不下。从2001年以来,唐山市小型国有企业就开始改制,改制后劳动关系在企业中也随之改变。以前的由政府行政调解劳动关系方式改变为由市场规律来调节劳动关系的模式。改制之后的劳动关系变为了契约型,。劳动关系大体上也实现了企业化与市场化的模式,不再依靠政府来决定劳动关系的形成,而是由用人单位与劳动者双方共同决定,工人在企业中获得各种利益,经济利益成为劳动关系的重点,其也是劳动关系调节与形成的衡量者。然而一些企业在改制以后没有将劳动关系处理好,这样不但对企业改制的成效造成影响,同时也严重阻碍了企业的可持续发展。 本文在有关的研究基础之上,对唐山市小型国有企业改制后劳动关系产生的影响以及劳动关系目前的情况进行了研究,以此来增加问题研究的深度。首先,通过唐山市小型国有企业的劳动关系进行调查,对唐山市小型国有企业改制后的劳动关系现状进行分析;其次,对唐山市小型国有改制企业实施了抽样调查,,提炼了对唐山市小型国有企业改制后劳动关系造成影响的重要因素;最后在相关研究的基础上,提出关于完善唐山市小型国有企业改制后的劳动关系的几点建议。 本文通过对唐山小型国有改制企业劳动关系评价的理论与实证研究,得到了如下的结论:(1)唐山市小型国有企业经过产权制度的改革之后,小型国有企业改制后的发展速度越来越快,但这样的企业制度改革必然会导致劳动关系存在以下问题:缺乏有效的退出机制、经营者与劳动者之间的矛盾日益凸现、劳动关系市场化难以顺利推进、现实与部分职工期望的矛盾日益突出等。(2)通过问卷调查得出,法律合同因素中包括了劳动合同及集体合同两个因素,并且集体合同相比劳动合同对劳动关系的影响更大。内部工作环境因素包括了物理环境及管理制度两个方面,其中管理制度相比物理环境对劳动关系的影响更大。员工薪酬体系包括了员工工资和福利两个方面,而员工对工资的反应更加敏感。
[Abstract]:Tangshan, an old industrial base, has long been seriously affected by historical and cultural precipitation and planned economy. The proportion of small state-owned enterprises in Tangshan has remained high since 2001. Small state-owned enterprises in Tangshan City began to reform their systems. After the reform of the labor relations in the enterprise also changed. The former by the government administrative mediation labor relationship mode changed by the market law to adjust the labor relationship model. After the reform of the labor relationship into a contractual type. In general, the relationship has also realized the mode of enterprise and marketization. Instead of relying on the government to determine the formation of labor relations, it is decided by both the employing unit and the laborer. Workers obtain various kinds of benefits in the enterprise, and economic interests become the focus of labor relations. It is also a measure of the adjustment and formation of labor relations. However, some enterprises have not properly handled the labor relations after the restructuring, which not only has an impact on the effectiveness of the restructuring of enterprises, but also seriously hinders the sustainable development of enterprises. On the basis of relevant research, this paper studies the influence of labor relations and the current situation of labor relations after the reform of small state-owned enterprises in Tangshan City, in order to increase the depth of research. Through the investigation of the labor relations of the small state-owned enterprises in Tangshan City, this paper analyzes the present situation of the labor relations of the small state-owned enterprises in the city of Tangshan. Secondly, the sample investigation is carried out on the small state-owned enterprises in the city of Tangshan. This paper abstracts the important factors that affect the labor relations of the small state-owned enterprises in Tangshan, and puts forward some suggestions on the improvement of the labor relations after the reform of the small state-owned enterprises in Tangshan on the basis of relevant research. Based on the theoretical and empirical research on the evaluation of labor relations of the small state-owned enterprises in Tangshan, this paper draws the following conclusions: 1) after the reform of the property right system of the small state-owned enterprises in Tangshan, The development of small state-owned enterprises is getting faster and faster after restructuring, but the reform of such enterprise system will inevitably lead to the following problems in labor relations: lack of effective withdrawal mechanism, the contradiction between operators and workers is becoming increasingly prominent. It is difficult to promote the marketization of labor relations smoothly, and the contradiction between reality and the expectation of some workers is becoming more and more prominent. (2) through the questionnaire survey, it is concluded that the factors of legal contract include two factors: labor contract and collective contract. And collective contract has more influence on labor relations than labor contract. Internal work environment factors include physical environment and management system. The management system has more influence on the labor relationship than the physical environment, and the employee compensation system includes two aspects: the employee's salary and the welfare, while the employee's response to the salary is more sensitive.
