现阶段我国食品安全问题及对策研究

【摘要】:人类社会得以延续和发展,最基本的就是要有足够的食品来要满足人们的生存需要,食品对于人类社会来说是极为重要的。近年来,随着生活水平的逐步提高,人们对于食品的要求不再停留在吃饱的水平上,更多的开始注重食品的营养及安全问题,因此,食品的安全与否,直接关系到中国人的切身利益,也关系到中国的国家形象和中国社会的健康发展。然而随着我国经济社会的日益发展、科学技术的不断进步,食品的安全问题日益凸显。 本文以当前我国社会的全面转型为背景,以马克思主义中国化理论成果为学理支撑,以当前政府、企业、公众等对食品安全的极度关注为切入点,,分析研究了我国食品安全问题。首先,阐述了研究我国食品安全问题的理论依据,即社会主义道德体系、社会主义诚信观和科学发展观;其次,从食品源、食品生产加工过程及流通领域剖析了食品安全问题,并从法律保障体系不够完善、政府部门监管不力、食品生产企业法律和道德缺失、社会监督力量缺失等方面探究了食品安全问题产生的原因;第三,分析了美国和欧盟关于食品安全的实践及其对我国的启示;最后,从建立健全食品安全监管的相关法律法规、建立健全食品安全的监管体系、强化企业的社会责任、发挥行业协会的食品安全推动作用、发挥社会力量的监督作用等方面提出了解决食品安全问题的措施。 食品安全问题解决的好坏,直接体现出一个国家人民的生活水平、国家的社会管理水平和法律的完善程度。在我们努力构建社会主义和谐社会的大背景下,研究我国的食品安全问题既具有理论意义又有现实意义。
[Abstract]:Human society can continue and develop, the most basic is to have enough food to meet people's living needs, food is extremely important to human society. In recent years, with the gradual improvement of living standards, People's demand for food is no longer confined to the level of full food, and more attention is paid to the nutrition and safety of food. Therefore, the safety of food is directly related to the vital interests of the Chinese people. It is also related to China's national image and the healthy development of Chinese society. However, with the development of our country's economy and society and the continuous progress of science and technology, the problem of food safety is becoming increasingly prominent. This paper takes the comprehensive transformation of our society as the background, the theoretical results of Marxism Sinicization as the theoretical support, the current government, enterprises, the public and other extreme concern for food safety as the breakthrough point. This paper analyzes and studies the food safety problems in China. Firstly, it expounds the theoretical basis for the study of food safety problems in China, that is, the socialist moral system, the concept of socialist honesty and the scientific outlook on development, and secondly, from the food source, The problems of food safety are analyzed in the process and circulation of food production and processing, and the legal security system is not perfect, the supervision of government departments is weak, and the law and morality of food production enterprises are lacking. The causes of food safety problems are explored in the absence of social supervision power. Thirdly, the practice of food safety in the United States and the European Union and its enlightenment to China are analyzed. Finally, from the establishment and improvement of food safety regulation and relevant laws and regulations, The measures to solve the problem of food safety are put forward in the aspects of establishing and perfecting the supervision system of food safety, strengthening the social responsibility of enterprises, giving play to the role of promoting food safety of trade associations and giving play to the supervisory role of social forces. The quality of solving food safety problems directly reflects the living standards of the people of a country, the level of social management of the country and the degree of perfection of the law. Under the background of our efforts to build a harmonious socialist society, The study of food safety in China has both theoretical and practical significance.
