牡丹江市城镇化存在的问题及对策研究

【摘要】：城镇化是社会发展的必然趋势。中国的城镇化是我国实现现代化的必由之路，也是影响21世纪人类社会发展进程的关键因素之一。城镇化作为我国长期的发展战略，对于整个国家、各个地区以及居民都有着深远的意义。牡丹江，黑龙江省的第三大城市，，位于黑龙江省东南部。为了进一步推动牡丹江市的城镇化建设，牡丹江市在《牡丹江市社会主义新农村建设“十二五”规划》中明确提出，“十二五”期间，牡丹江市将把“工业化、城镇化、农业现代化”三化同步作为重要遵循原则。目前，牡丹江市城镇化已进入快速发展的关键阶段，但城乡差距较大，且呈现出持续扩大趋势。本文以城镇化的内涵以及城镇化发展理论为基础，利用对比分析的方法对国外成功的城镇化模式，包括美国城镇化模式、日本城镇化模式、印度城镇化模式，以及浙江模式、苏南模式、珠江三角洲模式等国内成功的城镇化模式进行分析，得出了推动城镇化发展的一般经验。通过查阅文献、实地考察等途径了解牡丹江市城镇化发展情况，通过对历史进行回顾和对现状进行分析，总结出牡丹江市的城镇化存在着落后于经济发展、质量不高、动力不足、基础薄弱等问题。而产生上述问题的主要原因在于体制和制度因素的限制、产业发展不合理、缺乏长远和科学的规划、城镇化建设的资金投入不足以及农民的进城意愿不强。针对上述问题，立足于科学发展观，借鉴国内外相关理论与实践经验，从调整城镇化发展思路、改革城乡分割的户籍制度、改革现行土地管理制度、优化产业结构、统筹城乡教育事业发展、完善城镇基础设施建设和管理以及妥善解决农民工问题等方面提出了对策建议。对牡丹江市实现高质量的城镇化建设以及城乡居民和谐统一发展具有重要的现实意义。
[Abstract]:Urbanization is the inevitable trend of social development. China urbanization is the only way which must be passed to realize the modernization of our country, one of the key factors influencing the development of human society is twenty-first Century. Urbanization as a long-term development strategy of our country, for the entire country, all regions and residents have a far-reaching significance.
Mudanjiang, the third largest city in Heilongjiang Province, is located in the southeast of Heilongjiang province. In order to further promote the construction of urbanization in Mudanjiang City, Mudanjiang City, Mudanjiang city in the construction of new socialist countryside "12th Five-Year" planning > clearly, "12th Five-Year" period, Mudanjiang will be the "industrialization, urbanization, agricultural modernization" three synchronization is an important principle. At present, the Mudanjiang city urbanization has entered a critical stage of rapid development, but the gap between urban and rural areas, and showing a widening trend.
Based on the connotation of urbanization and urbanization development theory, the urbanization pattern of foreign successful use of the method of comparative analysis, including the urbanization pattern, the Japanese pattern of urbanization, the urbanization of India, and the Zhejiang model, South of Jiangsu model, analysis model of Pearl River Delta and other modes of urbanization domestic success. The general experience to promote the development of urbanization. Through literature, field trips and other ways to understand the development situation of urbanization in Mudanjiang City, through the historical review and analysis of the status quo, summed up the Mudanjiang city urbanization has lagged behind economic development, the quality is not high, lack of motivation, problem of weak foundation. And the causes of these problems lie in the system and the system factors, industrial development is not reasonable, the lack of long-term and scientific planning, lack of urban construction funds The farmers and migrant will is not strong. In view of the above problems, based on Scientific Outlook on Development, the domestic and foreign correlative theory and practice experience, from the adjustment of the development of urbanization, the reform of urban-rural household registration system, land management system reform, optimize the industrial structure, to co-ordinate the development of urban and rural education, and puts forward some countermeasures and suggestions to improve the urban infrastructure the construction and management and properly solve the problem of migrant workers and so on. It is very important to realize the high quality of the urbanization construction and the harmonious development of urban and rural residents in Mudanjiang city.
