新常态下楼市分化与调控方式转型

【摘要】:当前,房地产市场需求日趋分化,进入深度调整期,供求结构、租售结构失衡,调控方式亟待转型。国家要从应急式短期调控转向用长效机制实现有效管理;从单边需求调控转向供给与需求平衡的双向调控;从偏重行政调控转向综合性的市场调节;从单一的"增量"调控转向"增量"与"存量"调节并重;从"一刀切"式的大一统调控转向差别调节,完善住房租赁市场。
[Abstract]:At present, the demand of the real estate market is becoming more and more divided, entering the period of deep adjustment, the structure of supply and demand and the structure of rental and sales are out of balance, and the mode of regulation and control is in urgent need of transformation. From unilateral demand regulation to two-way regulation of supply and demand balance, from administrative regulation to comprehensive market regulation, from single "incremental" regulation to "increment" and "stock" regulation; From the "one size fits all" type of unified regulation and control to differential regulation, improve the housing rental market.
