广西产业生态化发展路径研究

【摘要】：经济全球化的趋势促进了中国经济的高速发展，同时，城镇化和工业化也取得了巨大的成功，，2010年GDP总量已经超过日本，跃居世界第二。但是经济发展的背后，是资源环境的巨大代价。经济效益、环境效益、社会效益三者失衡的现象越来越明显，经济发展水平的地区差异性加大，生态环境受到经济发展的破坏，从而限制了经济的发展。经济和环境不能适应时代的发展和人民的生活水平的提高，必然带来一系列社会问题，不利于建设我们富强、民主、文明、和谐的社会主义现代化国家。旧的产业发展模式已经不能适应对经济和生态的共同要求，产业生态化发展观念和模式逐步被世界各国所接纳，成为当今时代产业发展的标准。本文提出了广西壮族自治区的产业生态化发展，以期在评价产业生态化现状的同时，给予路径探讨。本文先后介绍了产业生态化的理论基础与实践经验，并且重点从产业生态位、产业生态链、产业集群、产业转移和产业深化四个角度，对产业生态化的理论进行深入表述。然后，通过广西区的现实问题进行实证研究，构建了产业生态化评价指标体系，选择了4个准则层和15个指标层，通过专家打分，利用层次分析法确定指标权重。根据具体指标评价广西区近十年的产业生态化发展水平的变化情况，并简要与发达省份和周边省份横向对比，了解广西区的产业生态化水平。最终，分析阻碍广西产业生态化发展的因素，并且对发展路径提出政策建议。分析得出，广西的产业生态化发展水平近十年间不断上升，但也存在明显波动，而且与发达省份相比，依然差距较大。阻碍产业生态化发展的主要因素有思想观念的落后、经济发展水平的低下、缺乏技术支撑、没有可靠的制度保证等。因此，针对这样的现状，应该从发展观念、经济手段、科技创新、完善制度四个方面进行改进，以求广西产业生态化发展水平的进一步提高。
[Abstract]:The trend of economic globalization has promoted the rapid development of China's economy. At the same time, urbanization and industrialization have also achieved great success. In 2010, the total GDP of Japan surpassed that of Japan, ranking second in the world. But behind the economic development, The imbalance among economic, environmental and social benefits is becoming more and more obvious, the regional differences in the level of economic development have increased, and the ecological environment has been damaged by economic development. This limits the development of the economy. The economy and the environment cannot adapt to the development of the times and the improvement of the people's living standards, which will inevitably bring about a series of social problems, which will not be conducive to the construction of our prosperity, democracy and civilization. The old industrial development model has been unable to meet the common requirements of economy and ecology, and the concept and mode of industrial ecological development have gradually been accepted by the countries all over the world. This paper puts forward the industrial ecological development of Guangxi Zhuang Autonomous region, in order to evaluate the current situation of industrial ecologicalization, and at the same time to discuss the path. This paper has introduced the theoretical basis and practical experience of industrial ecologicalization, and has focused on four aspects: industrial niche, industrial ecological chain, industrial cluster, industrial transfer and industrial deepening. The theory of industrial ecology is deeply described. Then, through the empirical research on the practical problems in Guangxi, the evaluation index system of industrial ecology is constructed, and four criterion layers and 15 index layers are selected, and the experts score the index system. The index weight is determined by analytic hierarchy process (AHP). The changes of industrial ecological development level in Guangxi in the past ten years are evaluated according to specific indicators, and compared with those of developed provinces and surrounding provinces. Finally, the paper analyzes the factors hindering the development of Guangxi's industrial ecology, and puts forward some policy suggestions for the development of Guangxi's industrial ecologicalization. The analysis shows that the level of industrial ecological development in Guangxi has been rising in recent ten years, but there are also obvious fluctuations, and compared with the developed provinces, there is still a big gap. The low level of economic development, the lack of technical support, the lack of reliable institutional guarantees, and so on. Therefore, in view of this situation, we should improve the concept of development, economic means, scientific and technological innovation, and perfect the system. In order to further improve the level of industrial ecological development in Guangxi.
