运用价格杠杆撬动“停车难”的几点思考——关于停车收费成本与价格的分析研究

【摘要】：正随着国民经济的快速发展,人民生活水平的不断提高,汽车作为新一代的代步工具迅速进入千家万户。它在带给人们便利的同时,也带来了诸多烦恼,"停车难"已成为不容忽视的社会问题。如何运用价格杠杆引导停车设施建设和加强停车管理,缓解"停车难"问题,是摆在价格部门面前既现实又紧迫的课题。丹阳市物价局通过多次召开调研座谈会,实地考察28家停车场,分析发现理清停车场经营成本及收益分配是定调价格的关键。本文通过研究分析停车泊位权属及收费现状,理清停车收费的成本导向和"不完全成本"定价的弊端,以期为科学制定停车收费政策提供有益参考。
[Abstract]:With the rapid development of the national economy and the continuous improvement of people's living standards, the automobile, as a new generation of moving tools, is rapidly entering thousands of households. It brings convenience to people at the same time. It has also brought a lot of troubles. "parking difficulty" has become a social problem that can not be ignored. How to use price lever to guide the construction of parking facilities and strengthen parking management, so as to alleviate the problem of "parking difficulties", It is a realistic and urgent task facing the price department. Through many research forums, the Danyang Price Bureau has visited 28 parking lots on the spot. It is found that the key to the fixed price is to clarify the operating cost and income distribution of the parking lot. By studying and analyzing the ownership of parking berth and the current situation of parking fees, this paper clarifies the cost orientation of parking fees and the disadvantages of "incomplete cost" pricing. In order to provide a useful reference for the scientific formulation of parking fee policy.
