劳动力流动对区域经济的影响研究

【摘要】:中国严格的户籍制度和土地制度限制了劳动力的自由流动,劳动力资源长期得不到合理的利用,使中国大量劳动力处于隐性失业的状态。同时,计划经济体制限制了中国城市化和工业化的发展,意味着市场化过程也就是城市化和工业化过程。市场化过程要求中国放宽行政手段对市场经济的干预,而是更多的采用市场机制的方式进行调节经济的发展。劳动力跨区域流动正是发挥市场机制调节劳动力资源再配置的作用,进而对各区域的城市化和工业化产生影响。 随着城市化、工业化和全球化的发展,中国逐渐放宽了对劳动力自由流动的管制,形成大规模劳动力资源向经济发达的城市地区流动,成为改革开放以来经济发展的缩影,推动了区域经济的协调发展。 本文以劳动力流动的现状分析和成因分析为出发点,阐述了中国劳动力流动的基本状况和个人特征,以及影响流动决策的主要因素,并从实证的角度运用时间序列研究方法分析各影响因素在中国劳动力流动决策中的作用。本文的研究重点是劳动力流动与区域经济增长、城市化水平、工业化进程之间的影响研究。本部分主要是采用宏观经济增长模型进行理论分析,同时结合三大区域的省级面板数据的分析方法进行实证检验。在理论分析和实证分析的基础上,有针对性的提出一些政策建议。 本文的研究目的主要是:通过归纳总结当前劳动力流动状况和成因,对劳动力流动有一个整体上的把握;通过对劳动力流动与区域经济的影响研究,深刻的认识到提高空间经济的集聚效应,加速劳动力自由流动,推动中国各区域的经济增长、城市化水平、工业化进程,优化劳动力资源的再配置,,缩小区域性经济差异。 本文的研究结论为:中国应促进劳动力的自由流动,发挥市场机制的再配置作用,进一步推动劳动力向经济发达地区和城市地区集聚,充分发挥城市集聚效应和工业集聚效应,实现规模经济和提高人力资本存量,同时利用劳动力自由流动协调区域间和城乡间的经济发展,实现区域间和城乡间的协调发展,缩小地区性的经济增长差异,实现社会主义和谐社会。
[Abstract]:China's strict household registration system and land system have restricted the free flow of labor, and the labor resources have not been used reasonably for a long time, which has left a large number of Chinese labor forces in a state of recessive unemployment. At the same time, The planned economic system has restricted the development of China's urbanization and industrialization, which means that the market-oriented process is also the process of urbanization and industrialization. The market-oriented process requires China to relax the intervention of administrative means in the market economy. The cross-regional flow of labor force is the role of market mechanism to regulate the redistribution of labor resources, which has an impact on the urbanization and industrialization of various regions. With the development of urbanization, industrialization and globalization, China has gradually relaxed its control on the free movement of labor force, forming a large-scale migration of labor resources to economically developed urban areas, which has become a microcosm of economic development since the reform and opening up. Promoted the coordinated development of regional economy. Based on the analysis of the current situation and causes of labor mobility, this paper expounds the basic situation and individual characteristics of labor mobility in China, as well as the main factors affecting mobility decision-making. And from the perspective of empirical analysis of the role of various factors in the decision-making of labor mobility in China by using the time series method, this paper focuses on labor mobility and regional economic growth, urbanization level. This part mainly uses the macroeconomic growth model to carry on the theoretical analysis, At the same time, combining with the analysis method of provincial panel data in three regions, empirical test is carried out. On the basis of theoretical analysis and empirical analysis, some policy suggestions are put forward. The purpose of this paper is to sum up the current situation and causes of labor mobility, to grasp the labor mobility as a whole, and to study the impact of labor mobility and regional economy. To improve the agglomeration effect of spatial economy, accelerate the free flow of labor force, promote the regional economic growth, urbanization level, industrialization process, optimize the redistribution of labor resources, and reduce regional economic differences. The conclusions of this paper are as follows: China should promote the free flow of labor force, give play to the role of market mechanism, and further promote the labor force to gather in economically developed areas and urban areas. To bring into full play the effects of urban agglomeration and industrial agglomeration, to realize economies of scale and to increase the stock of human capital, and at the same time to use the free flow of labor force to coordinate the economic development between regions and between urban and rural areas, so as to realize the coordinated development between regions and between urban and rural areas, Narrow regional differences in economic growth and achieve a harmonious socialist society.
