肇庆市农村城镇化建设发展对策研究

【摘要】：近年来,我国经济市场化发展的步伐逐渐加快,日益突出的三农问题不得不引起社会各界的关注,党中央政府也高度重视。党的十八大关于中央农村工作会议曾明确指出：“解决好农民、农村、农业问题是当前全党工作的重中之重。本文结合国家的方针政策和肇庆市的特色探索寻求肇庆农村城镇化建设的相应对策,缓解农村城镇化建设中的三农问题,推动农业的持续稳步快速和谐发展,壮大县域经济,加快农村剩余劳动力的适度转移,提高农村城镇化水平和质量,为消除二元经济结构,实现城乡一体化与构建经济肇庆做出应有贡献。本文在系统整理、充分吸收国内外关于农村城镇化建设的研究成果基础上,阐述国内外有关农村城镇化建设相关的研究,结合肇庆市农村城镇化的实际情况,对肇庆市农村城镇化的发展历程、发展现状及存在的问题进行了分析,同时结合广东省内中山市和惠州市农村城镇化发展的良好经验,对肇庆市的农村城镇化发展做了相应的分析,并提出了适合肇庆市农村城镇化建设规划的发展对策与建议。本文的创新之处在于结合国内外的先进理论和广东省内其他地区的农村城镇化建设的典型经验,运用了多种研究方法,收集了大量的资料,对肇庆市的农村城镇化建设进行深入的分析,并通过横向对比的方式,揭示了肇庆市在农村城镇化建设过程中存在问题的主要原因,针对肇庆市的实际情况和发展阶段,给出了具有实际参考价值的改进意见和措施,为肇庆市的农村城镇化建设提供了有益的借鉴和探索,更加明确今后发展的思路和方向,进而为广东省乃至珠江三角洲地区的农村城镇化建设树立良好的榜样,推动农村城镇化的发展进程,促进经济与社会的和谐、健康发展。
[Abstract]:In recent years, the pace of market-oriented economic development in China has been gradually accelerated, and the increasingly prominent issue of agriculture, rural areas and farmers has to attract the attention of all sectors of society. The Party Central Committee and the government have also attached great importance to it. The Party's 18 National Congress on Central Rural work has clearly pointed out: "solve the problem of peasants and rural areas well." The agricultural problem is the most important part of the whole party's work at present. This article, combining the national policy and the characteristic of Zhaoqing city, explores the corresponding countermeasures of Zhaoqing's rural urbanization construction, so as to alleviate the "three rural problems" in the rural urbanization construction. To promote the sustained, steady, rapid and harmonious development of agriculture, to strengthen the county economy, to speed up the moderate transfer of rural surplus labor, to improve the level and quality of rural urbanization, and to eliminate the dual economic structure, The realization of urban and rural integration and the construction of economic Zhaoqing should make its due contribution. On the basis of systematical arrangement and full absorption of the domestic and foreign research achievements on rural urbanization construction, this paper expounds the relevant research on rural urbanization construction at home and abroad, combining with the actual situation of rural urbanization in Zhaoqing City. This paper analyzes the development course, present situation and existing problems of rural urbanization in Zhaoqing city, and combines the good experience of rural urbanization development in Zhongshan City and Huizhou City of Guangdong Province. This paper analyzes the development of rural urbanization in Zhaoqing city and puts forward the development countermeasures and suggestions suitable for the rural urbanization construction planning of Zhaoqing city. The innovation of this paper lies in combining the advanced theories at home and abroad and the typical experience of rural urbanization construction in other areas in Guangdong Province, using various research methods and collecting a large amount of data. This paper analyzes the construction of rural urbanization in Zhaoqing City, and reveals the main reasons of the problems in the process of urbanization construction in Zhaoqing City by means of horizontal comparison, aiming at the actual situation and development stage of Zhaoqing City. The suggestions and measures with practical reference value are given, which provide useful reference and exploration for the construction of rural urbanization in Zhaoqing City, and make clear the thought and direction of development in the future. Then it sets a good example for the rural urbanization construction in Guangdong Province and even the Pearl River Delta region, promotes the development process of rural urbanization, promotes the harmonious development of economy and society, and develops healthily.
