特高压输电工程效益综合评价研究

【摘要】:随着经济的发展和社会的进步,能源问题越来越受到世界上各个国家的关注,已逐渐成为衡量国家综合竞争力的一项重要指标。电力能源作为国家的重要能源之一,为国家经济的发展、科技的进步、社会的稳定等方面做出了重要贡献。电网工程作为电力能源使用的基础,对服务经济社会有着不可忽略的作用。而随着电力消费量的不断增加,对供电线路的要求越来越高,为减少长距离供电过程中的损耗,越来越多的国家增加了高电压及特高电压线路的研究。 近年来,我国电力负荷增长速度较快,超高压输电工程逐渐出现了输送能力不足、输电走廊紧缺、远距离大容量输送困难、环保压力较大的问题。同一般输电线路相比,特高压输电线路体系具有电压等级高、涉及面广、跨度较大和海拔高等特点,这也间接增加了特高压输电塔线体系建立的难度。本文结合实际工作,以哈密-郑州±800kV直流输电线路工程为例对特高压输电工程的效益进行了研究。 在介绍了特高压输电工程的特点、优势及其存在的问题和对策后,本文从经济效益、环境效益、社会效益和电网效益四个一级指标,盈利能力、偿债能力、用户满意度等12个二级指标,净现值率、投资利润率、投资回收期等23个指标构建了特高压输电工程综合效益评价指标体系。然后对后评价方法进行了研究并选择了模糊层次综合评价法,对特高压输电工程的效益进行了分析研究。根据分析结果我们发现该工程的效益介于一般和较好之间,其中社会效益水平较稍微接近于较好,经济效益和电网效益比一般稍微好,各方面效益均不理想。需建立广泛的全国性特高压输电网络线路。
[Abstract]:With the development of economy and social progress, the problem of energy has attracted more and more attention in various countries of the world, has gradually become an important indicator to measure the comprehensive competitiveness of the country. The electric energy is one of the important national energy, for the development of the national economy, progress of science and technology, make an important contribution to social stability and so on. As a basis for power grid engineering energy use, there can not be ignored for economic and social services. And with the increasing of power consumption, the power supply line of the increasingly high demand, in order to reduce the loss of long distance power supply in the process, more and more countries increase the research of high voltage and extra high voltage line.
In recent years, China's electric power load faster, UHV transmission engineering has gradually appeared insufficient transmission capacity of transmission corridor, long distance and large capacity shortage, difficulties in transportation, environmental pressure. Compared with the general transmission line, UHV transmission line system with high voltage level, involving a wide range, large span and high altitude, which also indirectly increases the establishment of UHV transmission tower line system. This paper combined with the actual work, studied in Hami - Zhengzhou 800kV HVDC line project for the benefit of UHV transmission project.
In the characteristics of UHV transmission technology, advantages and existing problems and countermeasures, this article from the economic benefits, environmental benefits, social benefits and power efficiency of four first level indicators, profitability, solvency, customer satisfaction 12 two level index, rate of net present value, the investment profit rate, investment payback period 23 indicators to build a comprehensive evaluation index system of UHV transmission project. Then studies and choose the fuzzy hierarchy comprehensive evaluation of post evaluation method of UHV transmission engineering efficiency were analyzed. According to the analysis results, we found that the benefits of the project between good and average level of social benefits, including is a little closer to the good economic efficiency and the benefit is slightly better than the general power grid, the benefits are not ideal. Need to establish a comprehensive national network of UHV transmission lines.
