消费品质量评价及其政府监管研究

【摘要】:在市场交换中,无论买方卖方,消费品质量都是其长期关注的因素。居民收入的提高、交换领域的扩大以及人们对质量需求的提高,使得质量的影响面越来越广,其影响力也越来越大。消费品的质量安全不仅关乎经济的增长,更代表了一个国家的质量形象,关乎民生健康和生命财产安全。随着社会消费品零售总额的持续扩大,消费品质量问题日益突出,使得我国政府对消费品质量安全问题日益重视,,并提出了“质量强国”发展战略,而消费品质量评价也开始成为学界广泛研究的对象。因此政府作为市场经济“看得见的手”,扮演好其在消费品质量安全监管中的角色显得尤为重要。 首先,通过文献研究法并结合实际,明确界定消费品、质量、质量评价和政府监管的概念,从概念出发探讨政府监管消费品质量的相关理论及实践,论证政府监管消费品质量的必要性和可行性,论证政府进行消费品质量评价并建立消费品质量评价体系的重要性,同时对政府监管与消费品质量评价的关系进行理顺。其次,运用层次分析与专家咨询相结合的方法构建科学的消费品微观质量评价体系和行业质量评价体系,并对2012年广东3600家消费品企业进行问卷调查,在此基础上得出2012年广东消费品微观质量分数(0.771)和十二个行业质量分数,综合两个分数得出2012年广东消费品宏观质量得分为0.730。最后,在理论分析基础上得出了政府监管消费品质量的原则和思路,并在分析广东消费品质量的结果后得出政府监管的建议:从生产环节来说,一是坚持质量强国战略,引领生产企业规模整合和加快转型升级;二是加强质量法制建设,从立法、执法和司法环节保证消费品质量;三是建立健全消费品质量标准体系并敦促实施;四是建立消费品质量全程可追溯系统;在流通领域,一是建立健全消费品市场准入制度;二是鼓励优质经营商家,严惩违法违规不正当经营商家;三是在全社会倡导诚信经营的理念,提高消费者满意度;四是建立健全电子商务法律法规,规范网络交易行为;从消费环节来说:一是定期发布相关行业消费品质量信息,加强质量宣传与选择提示;二是畅通信息取得、投诉、反馈渠道,维护消费者合法权益。
[Abstract]:In the market exchange, whether buyer or seller, the quality of consumer goods is its long-term concern. The increase of residents' income, the expansion of exchange field and the improvement of people's demand for quality make the influence of quality more and more extensive. The quality and safety of consumer goods are not only related to economic growth, but also to the quality image of a country, to people's health and to the safety of life and property. As the total retail sales of consumer goods continue to expand, The quality problem of consumer goods is becoming more and more prominent, which makes our government pay more and more attention to the quality and safety of consumer goods, and puts forward the development strategy of "strong quality country". Therefore, as a "visible hand" of market economy, the government plays a very important role in the supervision of consumer goods quality and safety. First of all, through the literature research method and the reality, clearly defined the concept of consumer goods, quality, quality evaluation and government supervision, from the concept of government supervision of consumer goods quality related theory and practice. To demonstrate the necessity and feasibility of government supervision of consumer goods quality, the importance of government evaluation of consumer goods quality and the importance of establishing a consumer goods quality evaluation system, and at the same time to straighten out the relationship between government supervision and consumer goods quality evaluation. A scientific micro quality evaluation system of consumer goods and an industry quality evaluation system were constructed by combining AHP with expert consultation. In 2012, 3600 consumer goods enterprises in Guangdong were investigated by questionnaire. On this basis, the micro mass fraction of Guangdong consumer goods in 2012 (0. 771) and 12 industry mass fractions are obtained. Combined with the two fractions, the macroscopic quality score of Guangdong consumer goods in 2012 is 0. 730. Finally, On the basis of theoretical analysis, this paper draws the principles and ideas of government supervision over the quality of consumer goods, and after analyzing the results of Guangdong consumer goods quality, comes to the recommendations of government supervision: from the point of view of production, one is to adhere to the strategy of strengthening the country by quality. Lead the production enterprise scale integration and speed up the transformation and upgrade; second, strengthen the construction of quality legal system, guarantee the quality of consumer goods from legislation, law enforcement and judicial links; third, establish and improve the quality standard system of consumer goods and urge implementation; Fourth, establish the whole process traceability system of consumer goods quality; in the field of circulation, establish and perfect the system of market access for consumer goods; second, encourage high-quality business operators and severely punish illegal and illegal operators; Third, to advocate the concept of good faith management in the whole society, to improve consumer satisfaction; fourth, to establish and improve the laws and regulations of electronic commerce and standardize the behavior of online transactions; from the perspective of consumption links: first, to publish regularly the quality information of consumer goods in related industries, Strengthen quality propaganda and choice hint; second, unimpeded information access, complaints, feedback channels to protect the legitimate rights and interests of consumers.
