城镇化进程中农民话语权问题研究

【摘要】：随着经济的高速发展，城镇化建设提上重要日程。经济水平与城镇化建设互相促进，协调发展，互为因果。当一个国家经济发展到一定水平特别是伴随工业产业化地提高，势必要求逐步改变小农经济、发展农业产业化经营、提高规模经济效益、提高土地的利用率。农业向规模农场化经营模式发展，从而更多的劳动者从农村解放出来，汇集到第三产业，为第三产业发展提供劳动力资源，进而推动整个社会经济的发展。城镇化的过程与农民切身利益息息相关，虽然国家的决策是围绕着利国利民而制定，但这个过程中涉及到主要角色一方的农民势必要参与进来，农村城镇化进程关乎农民切身利益，他们能否充分表达自己的意愿，通过什么样的方式与途径表达自己的权利诉求，于此，农民的话语权保障问题便成了我们关注的重点。只有真正实现农民的话语权，才能充分保护农民的利益。城镇化不是单纯政府的行政命令的城镇化，是实实在在关乎农民切身利益的城镇化，城镇化的成败关键是农民满意与否、社会经济是否如预期协调发展。城镇化是生产集约化的过程，对经济发展地推动作用显而易见，但能否让农民满意，是直接关系到城镇化是否成功的重要因素。而农民有表达意愿的有效途径，无疑是提升其满意度的一个重要前提。因此，在城镇化进程中如何能保障农民话语权的实现便成为本论文研究的重点。本文通过分析城镇化给农民利益带来的影响，进而有针对性地提出农民话语权实现的途径。第一部分为话语权、城镇化基本理论概述。在该部分，首先对话语权的内涵进行了分析。关于什么是话语权迄今为止都没有一个权威的解释，本论文从“话语”和“权”两个方面分别界定，进而分析出话语权的内涵。结合我国实际，提出农民话语权的概念及特征；其次阐明了城镇化的定义，明确了城镇化提出的理论依据和现实必要，同时对农民话语权在城镇化进程中的作用进行了深入探讨。第二部分为农民话语权在我国城镇化进程实现的现状分析。首先阐述我国在农民话语权保障方面所做的努力，，主要从三个方面，立法层面、行政层面、司法层面进行了探讨。进而分析农民话语权保障方面存在的问题，主要有政府一家独大，忽视了农民在城镇化过程中的话语权、农民话语权的行使缺乏组织平台、农民话语权缺乏参与机制保障以及农民话语权缺乏大众媒体的保障这四个方面。最后剖析造成农民话语权存在的诸多问题的根源，从经济层面、政治及制度层面、文化层面及农民自身方面挖掘农民话语权缺失的根本性原因。第三部分对实现农民话语权的路径与措施进行探讨。通过对农民话语权缺失的根源性原因的剖析，提出解决问题的有效措施。根据我国农民话语权实现方面存在的问题，本文认为主要从以下五个方面来完善农民话语权：一是进一步完善农民政治参与制度，实现政策制定过程中有农民参与的机会，为话语权的实现提供基础保障；二是构建城镇化进程中农民话语权实施有效机制，为农民话语权的行使疏通渠道；三是建立健全农民话语权行使的平台，为城镇化过程中农民话语权的行使提供可行性前提；四是提高广大农民的物质生活水平，为城镇化过程中农民话语权地行使提供坚实的物质基础；五是尽快制定并颁布专门法律，把农民享有的话语权明确到法律条文中，为城镇化过程中农民话语权的行使提供法律保障。通过以上五个方面举措来改善我国农民话语权的现状。第四部分为论文的结尾部分。对我国城镇化进程中农民话语权保障模式的建立进行了简单的展望。这一部分首先分析了我国民主政治的发展方向和公共决策领域保障农民话语权实现的目标，并在此基础上构建了一个适合我国公共决策领域的农民话语权保障模式，即服务型政府的构建和农民自己的维权组织的建设和发展。论文的这一部分体现出了论文写作的主要目的就是探寻一个适合我国国情的决策领域的农民话语权保障模式。
[Abstract]:With the rapid development of economy, urbanization construction put on the agenda. The construction of the economic level and urbanization mutual promotion and coordinated development, reciprocal causation. When a country's economic development to a certain level, especially with industrialization to improve, is bound to gradually change the peasant economy, the development of agricultural industrialization, improve the economic benefits of the scale and improve the utilization of land. Agriculture to large-scale farm operation mode of development, thus more workers from rural areas liberated, gathered in the third industry, providing labor resources for the development of the third industry, and promote the development of social economy. The process of urbanization and farmers' interests are closely related, although the country's decision is around the country developed, but this process involves the main role of a farmer must participate in the process of urbanization in rural areas, farmers related to immediate interests Whether they can fully express their wishes and express their rights and appeals through any way or way, therefore, the issue of farmers' right to speak has become the focus of our attention. Only by truly realizing farmers' right to speak can we fully protect the interests of farmers.
Urbanization is not only the government's administrative order of urbanization, is real in the vital interests of farmers urbanization, urbanization is the key to the success of the farmers' satisfaction or not, whether as expected social and economic coordinated development. Urbanization is the process of intensive production, the economic development role obviously, but can let farmers satisfaction is directly related to the success of the important factors of urbanization. But farmers have effective ways of expressing, is undoubtedly an important premise to enhance their satisfaction. Therefore, how to ensure the realization of peasants' discourse right in the process of urbanization has become the focus of this thesis. This paper brings out the influence to the interests of farmers through the analysis of the town, in order to put forward the way of peasants' discourse right realization.
The first part is the right to speak, an overview of the basic theory of urbanization. In the first part, the connotation of the discourse power is analyzed. On what is the right to speak so far are not an authoritative interpretation, this paper from the two aspects of "Discourse" and "right" are defined, and then analyze connotation of discourse combined with the reality of our country, put forward the concept and characteristics of peasants' discourse right; secondly, clarifies the definition of urbanization, the urbanization of the theoretical basis and realistic necessity, while the peasants' discourse right in the process of role in the town were discussed.
The second part is the analysis on the status of peasants' discourse right in the process of urbanization in China to achieve. Firstly, in our country the peasants' discourse right protection efforts, mainly from three aspects, the legislative level, administrative level and judicial level are discussed. Then the analysis of peasants' discourse right existing security issues, mainly the government alone, ignoring the peasants in the process of discourse right in the town, the exercise of the peasants' discourse right lack of organization, lack of participation mechanism to protect farmers' right to speak and the lack of peasants' discourse right of mass media to protect the four aspects. The final analysis of causes of the existing problems of discourse right, from the economic aspect the political and institutional level, cultural level, the fundamental reason and the peasants digging farmers' lack of discourse power.
To explore the path and measures of Realizing Farmers' right to speak third parts. Through the analysis of farmers' lack of discourse power causes, puts forward effective measures to solve the problem. According to the problems of peasants' discourse right in our country to realize the problem, this paper mainly from the following five aspects to improve the farmers' right to speak: one is to further to improve the system of political participation of farmers, farmers have to participate in the opportunity to realize the policy process, provide the basic guarantee for realizing the right of discourse; the two is to build effective mechanism of farmers' right to speak in the process of urbanization, the exercise for farmers right to dredge the channel; the three is to establish and perfect the peasants' discourse right platform, exercise for urbanization in the process of peasants' discourse right provides the feasible premise; four is to improve farmers' living standards, for the urbanization process in the exercise of the right of discourse of farmers to provide solid The five is to establish and promulgate special laws as soon as possible, so as to clarify the right of farmers' discourse to the legal provisions, and provide legal guarantee for the exercise of farmers' right to speak in the process of urbanization. Through the above five measures, we can improve the status of farmers' right to speak in China.
The fourth part is final part of this paper. The establishment of the peasants' discourse right protection mode of China's urbanization process in a simple outlook. This part first analyzes the security development direction of China's democratic politics and public decision-making to achieve the goal of peasants' discourse right, and on this basis to build a suitable for China public decision-making in the field of peasants' discourse right protection mode, the construction and development of the construction of service-oriented government and farmers own rights organization. This section of the paper reflects the main purpose of this paper is to explore a suitable for China's decision-making in the field of peasants' discourse right protection mode.
