【摘要】:党的十八大提出全面建成小康社会和全面深化改革开放的目标,为加快转变经济发展方式,改善民生和大力推进生态文明建设,全面促进资源节约、环境友好的背景下,,结合目前国内经济发展与环境保护尖锐矛盾下,开展了关于实现工业园区发展与环保节能相关问题的探讨和研究。经过对各种模式供热理论和实践的对比分析,经济效益测算,得出最理想、最实际的供热模型。以南昌小蓝开发区供热为例,分析了供热现状,热力市场交易的可行性和必要性,以及下一步实施保障措施。 通过编制工业园区供热专项规划,调查园区的用热情况和进一步规划园区的用热发展,在现有的基础设施的条件下,尽量减少投资,采取铺设热力管网,将热用户之间互联成网,运用市场价值规律,将生产工业蒸汽成本较低企业作为供热的热源点,在其满足自身需求以外的多余的蒸汽销售给热网公司,热网公司通过热力管网输送到生产工业蒸汽成本较高的企业销售,这些企业只要能买到比自己生产成本更低的工业蒸汽,他们愿意接受热网公司销售的蒸汽,这样通过市场交易,资源得到有效整合,即解决了备用锅炉设备闲置,又替代了高污染、低能耗的小锅炉。通过引入市场竞争机制,整合资源,自然法则淘汰那些高污染、高能耗的小锅炉,实现多热源互联供热交易的理论、模型和对策。
