基于SWOT分析的牡丹江市新型城镇化发展问题研究

【摘要】:从经济发展规律看,随着经济水平的不断提升,城镇化是各国经济社会发展的必经阶段。中国从传统农业社会已经蜕变到现在的信息工业时代,,支撑工业化、信息化、现代化发展的城镇化无疑会对经济社会发展产生深刻影响。从1978年改革开放后,我国城镇化速度是世界其他各国城镇化平均速度的两倍,但与发达国家相比,城镇化水平滞后严重。也就是说,为了支撑我国实现现代化的总体进程,中国城镇化率到本世纪中叶将提高到75%左右,完成西方发达国家三、四百年完成的城镇化过程。党的十八大报告要求,到2020年城镇化质量明显提高。2014年两会的政府工作报告明确提出:“推进城镇化,核心是人的城镇化,关键是提高城镇化质量,目的是造福百姓和富裕农民。”李克强总理在回答中外记者问时说:“实现新型城镇化,不能人为“造城”,要实现产业发展和城镇建设融合,让农民工逐步融入城镇。要为农业现代化创造条件、提供市场,实现新型城镇化和农业现代化相辅相成。”这对我国未来城镇化发展提出了更高要求。因此,新型城镇化发展战略无疑将成为我国社会济发展的重大战略,研究与制定新型城镇化发展政策也将成为政府和学者长期关注的一个重大理论与实践问题。牡丹江市是黑龙江省东南部的中心城市,将该市的新型城镇化发展作为研究重点,研究牡丹江市新型城镇化的发展路径,能够对黑龙江省东南部城市群其他城市的新型城镇化发展做出示范指导作用,促进黑龙江省东南部城市群整体的新型城镇化发展。 本文以城镇化相关理论为基础,综合运用统计学、经济学、社会学等各学科研究方法。通过对国内外有关城镇化理论和实践的分析,结合牡丹江市新型城镇化发展的现状,指出了制约牡丹江市新型城镇化发展存在的主要问题,并对牡丹江市新型城镇化发展的内部和外部因素进行了SWOT分析。最后,根据SWOT分析得出的结果并结合牡丹江市新型城镇化发展的实际情况,提出了牡丹江市新型城镇化发展的政策建议和保障措施。 通过上述研究,得出如下结论:第一,牡丹江市拥有新型城镇化发展独特的地理位置、丰富的自然资源;牡丹江市新型城镇发展水平在黑龙江省处于领先地位,但经济基础薄弱、基础设施建设滞后等因素也在一定程度上制约了牡丹江市新型城镇化的发展。第二,牡丹江市新型城镇化水平较高,但存在人口城镇化水平虚高、城镇产业定位趋同、新型城镇化投融资体制不健全等问题。第三,牡丹江市在新型城镇化发展过程中应着重从调整产业结构、构建融资平台、发挥中心城市辐射带动作用、突出规划引领功能、加强组织保障五个维度,确保牡丹江市新型城镇化的有章可循,从而提高牡丹江市新型城镇化发展水平。
[Abstract]:From the perspective of the law of economic development, with the continuous improvement of economic level, urbanization is the necessary stage of the economic and social development of various countries. China has changed from a traditional agricultural society to the information industry age, supporting industrialization and informatization. There is no doubt that the urbanization of modernization will have a profound impact on the economic and social development. Since the reform and opening up in 1978, China's urbanization rate has been twice as fast as the average rate of urbanization in other countries in the world, but compared with the developed countries, The level of urbanization lags behind seriously. That is to say, in order to support the overall process of modernization in China, China's urbanization rate will rise to about 75% by the middle of this century, completing the three western developed countries. The urbanization process completed in four hundred years. The report of the 18th CPC National Congress requires that the quality of urbanization be significantly improved by 2020. The government work report of the two sessions in 2014 clearly stated: "to promote urbanization, the core is the urbanization of people, and the key is to improve the quality of urbanization." "the goal is to benefit the people and the rich peasants." Premier Li Keqiang, in answering questions from Chinese and foreign journalists, said: "in order to achieve a new type of urbanization, we should not 'build cities' artificially, and we should realize the integration of industrial development and urban construction. It is necessary to create conditions for agricultural modernization, provide markets and realize new urbanization and agricultural modernization to complement each other. "this puts forward higher requirements for the future development of urbanization in China," he said. There is no doubt that the new urbanization development strategy will become a major strategy for the social economic development of our country. The study and formulation of the new urbanization development policy will also become a major theoretical and practical problem that the government and scholars have been paying close attention to for a long time. Mudanjiang City is the central city in the southeast of Heilongjiang Province. The study of the development path of new urbanization in Mudanjiang City can provide demonstration guidance for the development of new urbanization in other cities in the southeast of Heilongjiang Province and promote the overall development of new urbanization in the urban agglomeration of southeastern Heilongjiang Province. Based on the related theories of urbanization, this paper synthetically applies the research methods of statistics, economics, sociology and so on. Through the analysis of the theory and practice of urbanization at home and abroad, combined with the present situation of new urbanization development in Mudanjiang City, This paper points out the main problems restricting the development of new urbanization in Mudanjiang City, and analyzes the internal and external factors of the development of new urbanization in Mudanjiang City by SWOT. According to the results of SWOT analysis and the actual situation of new urbanization development in Mudanjiang City, the policy suggestions and guarantee measures for the development of new urbanization in Mudanjiang City are put forward. The conclusions are as follows: first, Mudanjiang has a unique geographical location and abundant natural resources for the development of new urbanization, and Mudanjiang has a leading position in the development of new towns in Heilongjiang Province. However, the development of new urbanization in Mudanjiang is restricted to some extent by the weak economic base and lagging infrastructure construction. Second, the level of new urbanization in Mudanjiang is relatively high, but the level of population urbanization is relatively high. Third, Mudanjiang City should focus on adjusting the industrial structure, constructing financing platform and giving play to the role of central city radiation in the process of the development of new urbanization, such as the convergence of urban industry orientation, the imperfect investment and financing system of new urbanization, and so on. Stress the planning leading function, strengthen the five dimensions of organization guarantee, ensure the new urbanization of Mudanjiang has rules to follow, thus improve the level of new urbanization in Mudanjiang.
