ABC供水公司绩效管理体系改进研究

【摘要】:随着市场经济的不断完善和全球化趋势的不断发展,越来越多的国企意识到人力资源对企业发展的重要作用,ABC供水公司也如此。作为人力资源管理的重要内容之一,绩效管理主要有目标管理(MBO)、关键绩效指标(KPI)、平衡计分卡(BSC)等模式。绩效管理是提升企业管理水平、增强企业竞争力的重要手段。 供水企业属于公用事业,它具有社会公益性、区域垄断性等特点。由于历史遗留原因,国有供水企业的绩效管理暴露出许多管理问题,比如绩效管理的流程不完善、绩效指标不合理、流于形式等。随着供水行业的发展,旧的管理模式急需改进。 本文通过文献研究法和案例研究法分析了供水行业和ABC供水公司的绩效管理现状,发现该公司存在的问题,分析其原因,然后结合绩效管理流程内容、目标管理、关键绩效指标、平衡计分卡等方法重建绩效管理流程,重新制定适合公司的绩效指标,构建出一套包含绩效计划、绩效辅导和沟通、绩效评估和反馈、绩效结果应用在内的绩效管理体系,以达到帮助ABC供水公司找到适合自己的绩效管理方法,从而提高企业内部管理水平、促进组织和个人之间沟通,不断激励员工发掘潜力,提高企业管理效率,最终实现个人目标和企业战略目标等目的。期望此研究可以对类似企业提供一些参考。
[Abstract]:With the continuous improvement of market economy and the development of globalization, more and more state-owned enterprises realize that human resources play an important role in the development of enterprises.As one of the important contents of human resource management, performance management mainly includes objective management, key performance indicators and balanced scorecard (BSCs).Performance management is an important means to improve the level of enterprise management and enhance the competitiveness of enterprises.The water supply enterprise belongs to the public utility, it has the social public welfare, the region monopoly and so on characteristic.Because of the historical reasons, the performance management of the state-owned water supply enterprises exposed many management problems, such as the imperfect process of performance management, unreasonable performance indicators, mere formality and so on.With the development of water supply industry, the old management mode needs to be improved urgently.This paper analyzes the current situation of performance management of water supply industry and ABC water supply company through literature research and case study, finds out the problems existing in the company, analyzes the reasons, and then combines the content of performance management process and the objective management.Key performance indicators, balanced scorecard and other methods to rebuild the performance management process, reformulate performance indicators suitable for the company, build a set of performance plans, performance guidance and communication, performance evaluation and feedback,In order to help ABC Water supply Company to find its own performance management methods, improve the internal management level, promote communication between organizations and individuals, and continuously motivate employees to explore their potential, the performance management system, including performance results, can help ABC water supply companies to find their own performance management methods.Improve the efficiency of enterprise management, and ultimately achieve personal goals and corporate strategic objectives.It is expected that this study can provide some reference for similar enterprises.
